THE HONGKONG TELEGRAPH, SATURDAY, JANUARY 30, 1897.

THE RUSSO-CHINESE

CONVENTION.

(Dally Chromtile Vienna Correspondent.) While the existence ofa Mpase-Chinese Treaty is semi-officially denied troms St. Petersburg to day important. Information to the contrary is given with regard to the Chinese railway acheme in highly interesting book just published, entitled "Das bestige Russland," by Fredeyle Schütz, an eminent Austrian, The wilies of the book refers with considerable detall and authority to recent events in the Fär Esst. The author is koown to have been supported in his investiga. tions in Rusila by the highest satharides as well. as by persons in sil classes of Russian society.

As regards Russo-Chinese relations, Herr Schülewis la Russis during the visit of Li Chung Tang, and obtained some valuable information, from which he gathered that the negotiations between the two Powers were mainly financial, The arrangements are not yet ratified, but are expected to be in the course of this year. They were brought about by the Chino-Russian Bank, Tsar's hired and favourite. the meldent of which is Prince Uchtemski, the

As to the railway Hoes, Herr Schütz says, * Peking is to be the terminus of the Mauchu- Han Railway, which is to pass to the cast of Maukden, the capital of Manchuris, as Euro- peaasmist not enter that place va tock wale To the north it is to falo the Vindiwoxtock Valley line of the Siberian Railway, thus connecting one of the most importent harbour of the Ras sian fronifer district with China.”

Another branch le to go to Port Arthur and the Long Peolasals, and this branch will have a junction with the Siberian Railway. Both thast lines are to be constructed later on, but the northern part of the railway will be begun first. This touches only a comparatively small part of Chinese territory. It connects the Trans-Baikal province with the Ussuri district, and will open out Northern Manchurls, Great difficulties will have to be overcome, but the fact that all the detail concerning the rising of the capital and the working and protection of the lines bas been discussed shows that the scheme is now far advanced,

Russia and China jolatly are to guarantee the necessity loan, · Ruislen officials and son-com- missioned officers who bave served their time are to work the rallway. Cossacks with their familles are to be settled along the line to protect it from the Chinese, who hate fareiga under- takings,

The Chaliman said—Gentlemen, ike repart and accounts having been in your hands for several dayı, 1 propose that, as usual, they be taken as read. There is not much for me to add to what is already stated in the report. Our business during the half-year was carried on under somewhat adveran chicumstances. In the first place, during almost the whole palod one or other of our vessels was off the line for repairs, and although we were able to malatain the regular service with the other boats, except in the case of the Canton-Macao Une when the White Cloud was under repale, the fact of being a steamer short naturally told to a certain extent upon our earnings. Then, again, owing to the fact that the section of the reclamation upon which out wharf stands was taken in haid out of the order originally Intended, all our previously arranged plans were apset and we were suddenly called upon to find wharf accommodation elsewhere, which forta- nately we were able to do, although at a much increased expense. Still, notwithstanding here drawbacks, it is unilsfactory to note that our net earnings are soma $5,000 in excess of there of the corresponding six months of 1895. The items for repairs does no, I thick, call" for much explanation. The Honam's now starboard paddle balt and the extamilre overhaul of the Wall Cloud were anțcipated at our last meeting and the other basis have had to undergo the several annual repalca to satisfy Government requirements. The accident is the Heungskan regrettable, not only because It takes some $7.000 out of our earnings, bat also from the fact that it deprived us for a con. siderable period of the use of the steamer. I may say that we shall continue to use the Hankow's Wharf, onili þt has to make way for the reclamation, by which time we expect to have ready a temporary wharf at the and of Wing Lok Street, bulli to a grest czimt of the material of our old whuf. This we shali use until we are able to put up our new permanent wharf us nearly as possible on the old site. I have again to express disappointment' at the delayed opentog of the West River, the more so as the two small siesters which we had builį in expectation of that event sio now finished and ready for service. The now lighter which, you -fl have observed, is being balls to cost $7,400. and will replace our old cargo-baai, which is now almost past service.
