THE SHIPPING FIRES PROTEST.
Wenote that a very strong remonstrance has been sent in to the Governor by the
entire shipping community in Hongkong against the continued Imposition of the special Gap Rock Light Dues either in their present form or in any other, a duty of one cent. per ton being more than sufficient to cover all the expenses of lightlog and buoying the harbour and its approaches and to leave a considerable margin in hand for contingencies. There has been no reply as yet from the Government, but we are inclined to think, from the postponement sine dis of the

This Light Dues question affords another most admirable illustration of how things are done under the Influence of that perfect system of government that prevails in Colonies so much admired and belauded by "ex-Official" in his recent article in the Asiatic Quarterly. The first attempt to light the entrances to the Colony was made in 1873. A one per cent: charge on tonnage was then imposed For the sole purpose of providing a fund to .cover the first cost of the establishment of the proposed lights. It was to cease as soon as the necessary famount had been raised. The Colony was thereafter to bear the expenses of maintenance out of general revenue.
