THE Secretary of State by despatch announces the succussful completion of negotiations (in which both the Foreign Office and the Post Office had a part) 'for's working arrangement
between the Eastern Extension and Great Northern Telegraph Companies and the Govern ment of Chins. Under this arrangement (says the Straits Times) the rate between Europe and China will be reduced from 8 francs. go centimes to 7 france per word; and this leads to reduction in the case of the Straits Settlements, the Malay Archipelago, the French possessions in Farther India, and Japan, together with reductions of the local rates between places on the Eastern Extension Company's system. The new rates between Europe and Chinx and Japın will take effect from the 1st July, 1897, while those between Europe and the Stralis Settlements, the Malay Archipelago, and the French possessions in Further India, as also the local rates on the Kastern Extension Company's system (some of which were announced for the 1st July, 1896, but were postponed pending the settlement, at the Conference, of the question of the equivalent of the lease in local currency) are intended to come into operation from the tat January, 1897...

reduced in numbers; and two days ago none at all were reported; and Just when we were feeling elated the report comes in the next day of two
new cases. The Japanese have done everything that sanitary experts can devise, sparing no expense, and the Governor-General has shown his Interest in the affair by personally visiting the pingue-stricken parlents in the hospital and Inspecting the work already accomplished. It was also by ble orders that a special hospital was established where the Chloere would be treated by their own people, though of course under strict Japanese supervision, The Chinese have the greatest horror of Japanese hospitals and have scattered broadcast tales of atrocity regarding the horrible deaths that were inflicted spon all Chinese who were so unfortunate as to once fall into the hands of the Japanese y' "imedicine makers."
