I beg respectfully to call your lordship's allen on to the second resolation passed at the above named meeting, and at the same time to express the profound regret lelt not only in ibis colony but by the foreign communities in Chios that Her Majesty's Government should have anctioned the ratification of this Telegraph Convention after the awiurance given to this Chamber in 1890 that such Convention, wosid not be rat.fied without previous reference to those interested. The rates charged pilor to the 1st August had enabled the Telegraph Compentes to pay handsome dividends and to Image enormose reserve funds; any change in the tariff therefore should rather have taken the opposite direction with a view to encourage the traffic. With the addition to the rates now im posed, business will be considerably handi- capped and probably greatly restricted.

THE ADVANTAGES OF AN ALLIANCE WITTH JAPAN.
The Japanese navy bas, during the last few years, grown to such an extent that it can no longer be ignored when considering possible developments of the Far Eastern Question, Not only do the Japanese possess sbion of the latest types, but they are capable of building serviceable wessels, and, as was indisputably shown during the late war, of mincervelng and fighting them wilbeut being dependent upon hired European Dificers. Although, as yet, there is an inclination not to class them with first-class 7uropean Powers, (I cannot, at all events, he denied that thele strengthisso great that they would certainly be a match for any squidron—and more than a match for one or two of them at present in Eastera seas and as such will prova valusbla allies in the crept of war. They have in the Suma, Yagiyama, and Yoshing the three fai est cicliers on the staiton, while the Forhino with ber a3 knot speed is faster than any cruiser yet launched by a Ebropean Power. A combine ation of the Russian and Japanese deets would produce a fleet far superior to all the rest of the shlos on the stailon and capable of detaching sufficient swift cruisers to destroy the whole, or at least the greater part, of the mercantlló marine in Eastern waters before rein- forcements could possibly arrive. The Actlog Attorney-General (Hon, H. E. Pollock) submitted that there was nothing in the
evidence which could induce the jary to reduce the crime from murder man-ughter. Ha also contended that both ware meting in concert and therefore were equally guilty."
His Lordiblo sommed up nað first of all pointed out that the essential ingredient of the offence of murder was mallea and the Jary must be satisfied there was malice beinse they could convict. His Lordship then closely reviewed the evidence.
The jury unanimously returned a verdict of gality against the first prisoner and he was sentenced to death; The second, prisoner wa acquited, but as he is charged with the murder of the other man he was kept in custody and his trial fixed for Monday, at ten o'clock.
