THE MANNING OF THE FLEET.

LETTER FROM LORD CHARLES BERESFORD, Lord Charles Beresford, who has been on yachting cruise to Norway, has sent the following letter to the Liverpool Chamber of Commerce →→

My dear Mr. Dawson :-1 bave been out of postal limits for some weeks, so have not heard of the result of Liverpool Chamber of Commerce resolution sent to the Government. To-day I received my malls un to August 1st. I have seen the reply of the First Lord to you, bat bave not yet seen whichfling the Chamber took upon that reply. The fint Lord, I observe, never refated one single point of the many serious polati I brought before your notice at Liverpool. He has adopted exactly, the game-line that a former First Lord adopted when I was urging on the country to spend sum of 20,000.00, on the first in the addition of ships of war. The present First Lord agrees that "the garsonks! has been increased during the eight years." The former First Lord agreed that "the fleet had never been so strong before," Both statements were absolutely true, but they do not meet the palat one bit as to sufficiency for our requirements.

SAMOA ENGLISH RY LANGUAGE-----

Out of the German population, nearly one half are employed by the German firm; the balance are mainly store or hotel-keepers. The professional mes, the lawyers, accountants, and 10 on, are of the English race, the two news- papers published in Apla are printed in the English Langauge, the head of Victoria apra on all the coins in circulation, and the nsilves, whenever they speak a foreign tongue at all, speak English. The German lasgungo has no held on the land; it is spoken only amongst a limited circle, and for all intercourse with natives, or business correspondence, the Teuton has to fall back on English. It is a significant fact that the German firm, though it employs exclusively clerks of his own nationality, keeps it books in English. The import returns are decidedly in favour of the British, for out of £90,000 worth of goods imported in 1894, £75.500 came from Great Britain and her colonies, 16,600 direct from Germany, and the balance from the United States,

AND BY RELIGION,

It is more than sixty years slaca the London Missionary Society first commenced operations in Samos, and to-day the whole group la no- minally converted to Christianity. As far as all outward signs go, the Samoan of to-day is a most devout Christian.

The missionary of to-day "has become schoolmaster rather than an evangelist. Thus we arrive at the signlicant fact that the Samos people have been, and are being entirely educated by the missions. The utterly Incapable and impecunious Samoan Government contributes people. The work has been performed almost not a penny towards the cost of teaching its own entirely by English bratas. The London Missionary Society, first in the field, has done the glant's share, and to-day it claims as adherents some 17,000 Samoans. In the absence of a census, whether religious or secular, exact figures as to population are not obtainable, bat It is catimated that the group is labablied by about 35,coonstives. Of this number the Roman Catholics, who have many workers in the field, may have 5 converts, the Wesleyant perhaps as equal number, the remainder belonging to the London Mission. Thus, with the exçepilan of the small French Catholic Mission, the whole credit of Christianizing these islands belongs to the English, an achievement which certainly ought to rank higher than the purchase of a few thousand acres of land, at a low price, from ball savage native chiefs.
