The disasters encountered by the Chinese empire In the last three years have not tended to lighten the prejudice against the Manchurian ruler, though the present fight is directed mainly toward the Emperor's right sitributed China's defeat by Japan, and nothing bat his death or deposition can wipe out that disgrace.

The fact that the Emperor took away one of the Viceroy's peacock feathers was made much of at the time, but this is forgotten in the honours which have been showered on Li during the past eight months. His triumphant visit to Rasula, Germany, England and now to this country was too much for these who desired to see the king dynasty again in power.

LONDON, August 27th.

The fact is doubly emphasized in the change of programme ordered by the Viceroy. It is given out as what appears to be good authority that he will return to Chins by way of Victoria. That El Hung-chang should seek to Avold San Francisco, where there are to-day residing more Chinese than any other spot outside his native land, seems more than ordinarily strange. His exercised such a powerful tofluence for more

prend to make any progress. The masses are too fgnorant, and altogether lack political fore sight Though Chios is a great nation it has been defeated by a small one. It possesses the oldest civilization, yet is despised by other pawers. Because of these conditions do not all who are patriotic and enlightened feel beastsore ?
