Lordship that many disadvantages are... experienced by the British mercantile community of this place ouing to the portal regulations in

between this Country and Honghong.

A reference to these rules will serve to explain this matter.

Firstly, Letters posted at Manila, for England, pay, and the payment is compulsory, to the spanish Govemment a postage at the the half ounce. on reaching Hong Kong

rate of 25 cents

on

the same letters are again charged with a pootage from thence to England: Lence letters posted at Manita for England are subjected to a double,

rate of postage.
