LONDON, June 17ik. Dear Sir,-The third Congress of Chainbers of Commerce of the Empire has concluded its slidings, and, sa your Delegates, wo have now to give you a report of the proceedings.

The chief interest centred in the debate on the "Commercial relations between the Mother Country and her Nependencies,” The Toronto Chamber moved resolution advocating_an arrangement of the mature ofs zɔliverein. "The Montreal Chamber weal one step farther and moved an amendment in favour of the adoption | of a differential duty to be levied against the Foreigner by the Imperial and Colonial Govern- ments The Edinburgh Chamber moved a resolution simply advocating a closer pollical and commeilcal colon between the Mother Country and the Colonies.

As the debate progressed it was seen that the different sections rasfutained on this occasion pretty much the same relative positions that they occupied at the last Congress. Canada and the West Indies strongly advocated a Zollverele, preferential duties. Australia and New Zea- land were sympatheile_bot doubtful South Africa declared for Free Trade, as did important home Chambers like Manchester, Liverpool, and Bradford.

If the voting had been on The Resolations the Canadians would have been bester, but, after two days' debate, the President, Sir Albert Rellit, moved a Résolution simply affirming the Importance of clauer commercial relations between the United Kingdom and the Colonies and Dependencies; and, if the Colonies or some of them should make proposals to Her Majesty's Government, the Congress was of the opinion that the whole, matter should be referred for calderation to an Imperial Conference, fully representative of all the interests involved. This was parted ananimously.
