We note with a considerable amount of satisfaction the publication in Saturday's Gazette of a Commission from Her Majesty the Queen addressed to the Senior Officer. TO LET.
Commanding the Troops, authorizing and
FORAM ROAD. IVE-ROOMED BUNGALOW "RHEDA," empowering him, during the illness or absenca of the Governor, or during any vacancy, to administer the Government of the colony, in the event of there being no Lieutenant-Governor, or if the Lieutenant- Governor is incapable of acting. This is as it should be. Since the reversion of all the offices in the colony has fallen to the cadet class, and so long as no opportunity in given these gentlemen of gaining any experience outside the limits of this colony, and of thus qualifying themselves for positions of authority, it would be absurd to permit them to fill the office of Acting Governor or Administrator for perhaps twelve months at a time. This is a first class 'colony; no Governor is sent here who has notgraduated in othercolonies in the offices of Lieutenant-Governor and Governor, and who has not had a very considerable experience in the difficult art of ruling men. To put in his place, with all the powers and responsibilities of Governor, a man whose whole knowledge and expe- rience has been gained lo subordinate offices in the colony, and who has perhaps only newly been appointed Colonial RASPBERRYADE, &c. Secretary, would be either a mistake or a proof that we could get along very well with a Governor of a lower clats and much less experience, and at very much lower salary. We do not say that the present Colonial Secretary would not be able to perform the duties of the office as well and as effectively as they are being at present performed by our able and experienced Governor Sir WILLIAM to the Reason, but we contend that his coup d'ersal should be made not here, 437 where if he falled he might do.. mischief,
but in some small West Indian island.. where no very serious results could follow if he did not prove to be a success, and from which, if approved, he could gradually travel back to Hong: kong and complete his gubernatorial carter here, as so many others have done in the past. With the exception

A COUPLE of months ago a large quantity of valuable material was stolen from the founders'
shop of the Dock Company, while locked, the thief leaving no trace behind to lead to detection. On Saturday night a watchman found a thịof in the sima building and arrested him. The had entered with the assistance of a rope ladder, which he attached to the skylight. Captain Hastings this morning sentenced him to six months' imprisonment with hard labour, the ropa ladder being confiscated.
