GERMAN CONCESSIONS IN JAPAN. Mr. Orr-Ewing on the 20th Apell naked the Un- der Secretary for Foreign Affairs whether he had any Information to show whether Germany, on lately signing the treaty with Japan which was signed by Lord Kimberley on behalf of Great Britain, had obtained certain concealloda for German subjects in Japan which English sub- jects did not receive, and also certain concessions which would encourage German to the detriment of British trade-Mr. Curzon.I have not yet acen a copy of the Commercial Treaty recently concluded between Germany and Japan, and I cannot, therefore, say whether its contents ste of the character indicated in the question. But, in any case, this country would secure, under the most favoured nation provisions in our own tresty, the benefit of any Independent conces alons granted to Germany or any other power. 'NANSEN'S WHEREABOUTS.

The repost of Nansen's relers from the North Pola has kept the world in suspense, for more than two months. It now torns out to have been unfounded. The labahliants of Unt Yanık, the lovely outport of civilitation on the shores of the Arctic Ocean to the exit of the Lena whence the news was said to have come, know nothing of Nansen. Natives who were in the New Siberian Islands as late as November last saw no traces of the Fram' or of her daring Crew, though Nasses, the returned by the way he came, would probably make for the stores left for him on these lalands by Baron Toli. The trader Kachonreff, who sent the original message which the official, Kan dakeoff, then transmitted to an expectant world, was, unhappily not at Ust. Yansk to answer questions, bat his friends said that he got his Information from old newspapers. The whole story was therefore a pleasing fiction, and pro- baby no one will be more surprised than its author when be bears that bis kitle imaginative effort has created sa gresi a senvailoa.

TROOPS FOR THE CAPE.

Mr. Chamberlain, replying in the House of Commons on the 17th April to Sir E. Ashmead Bartlett, announced that a battalion, which will be the 1st Middlesex Regiment, and a body of cavalry or mounted Infantry it to be dlipatched as soon as possible to South Africa. Thiamove- ment is connected with the decision of the Government to make a permanent increase of the garrison" of the Capema step which has been arged upon them by the military authorities, who are of opinion that the present garrison in not adequate for the defence of the dockyard and cealing station. Mr. Chamberlain added that the Government are decidedly of alon that, except in can at the greatest emergency, Imperial troops are not the best suited to put down a nativo insurrection, which can be most prompty dealt with by local forces. There is an imple apply of men and arms at present in South Africa, and the only difficulty is in connec tion with transport and the provision of the horses.

THE DANGERS AROUND BULAWAYO.

Not for many years has such a state of chaos existed in Seath Affies. About Balawayo the Matabele seem to be muasing in considerable rumbers, with the abject, it la suppored, of at.. tacking the town. 'In the Transvaal, apart from the political differences, there exists a general Esistrust of another Invalon, and we are told that the concentration of troops at Malcking has caused the appearance of a Boer. commando on the borderland. The position in Bechuanaland and the Protectorate, generates feelings of un- easiness, while at the Cape itself a condition of unrest prevails, giving rise to rumours of racial difficulties which it was confidently supposed were removed for ever when Mr. Rhodes and Mr. Holmeye folned forces six years ago. From Rhodesia, however, comes the welcome news that the former Premier of Cape Colony has Icfi. Salisbory for the scene of action, and it may be assumed that when he arrives at Bulawayo and takes over the command much of the present alarm will disappear, The town itself seems in Do immediate danger, while it has been found possible to make sorties for the purpose of dia- persing the rebels. The real danger consists in the number of natives who have been allowed to remain in the place under British protection, and should they rise the strandon will be one of extreme danger. Meanwhile we are all in the dark as to where the cellef parties are, and it would, perhaps, allay public anxiety if some news of their whereabouts could reach this country, Indeed, the lack of official Information both in respect to the movements of the relaforcements and the position of affirm in the Transvaal is much to be regretted---Port.
