that, out of 2,508 deaths, 1.365 were me and 943
were women, that" is to xxy; the proportion of cares, of the two sexes was ax 1.7 to 1, and as I have already pointed out that the population of the colony is composed of thrice as many men as women, it would appear that the women suffered from this discneS to shout double the extent that the men did, and wait to the men alona who use the public isrines, I fall to see how these can be held In any way responsible for the spread of the didaso. It is tina that the disease was mere prevalent in the neighbourhood of these pabile Latrines than elsewhere, but it is also true that the latrines are, for reasons of convenience, Invariably located in the most densely populated quarters of the city, and the predisposing Causes of babonic fever are undoubtedly, as in typbor, overcrowding, want of ventilation, filib, debility, and privation, we have here far more polent factors in the cansation of an epidemic than the mera location of the public latimes. I do not wish to assert that baboala fever cannot be communicated by the excrets, although our information as to the existence of the specific bacili in the intestinal canal la not 31 positive as one could wish, but I'am most strongly of opinion that the infection is dis- seminated chiefly by the emisations from the breath and skin, and only to a minor extent by the exercis,

This as follows:-"Dr. Zenker, a barrister, came visit took place in the morning of the 24th about four years ago to Potsdam. He was thirty April, Els Excellency ariving at eight am.five years of age, and was a great favourite both at the Yangtzar What', surrounded by bis military staff and a grosi number of high local for several years to a lady from the Lower Rhine, as a man and asälawyer. Hebad been married mandarins. They then proceeded to the blast and had two children boy and girl. His furnace, where he remained aboet half an hour wedded Hfe was some time ago clouded by an watching with great Interest a tapping of the acquaintance made by his wife at the seaside same. Next he visited the pudding department with a naval lieutenant, Von Kettelhodt, of the and the plate mill and thence proceeded to the Imperial yacht Hohenzollern. Dr. Zonker Siemens-Martin and Bessemer steel works, which accused Voa Kettelhedt of misconduct with seemed to meet with his Excellency's particular his Interest, as well as the rolling of the Bessemer steel into rails at the rail-mill.
His Excellency was highly satisfied at the present state of the works and of the rapid pro. gress which everything had evidently been making since bis last inspection, and particularly since last autumn when the blast furnace was restarted after a long period of stand still and when,, only recently, the Bessemer and Martin furnaces had been put into regular work,
Taken on the whole the Inspection turned out to be a success in every respect and wa understand that His Excellency, just as at his wifi two years ago, has rewarded his whole staff as a proof of his entire satisfaction and in thankful acknowledgment of the services of his engineers and workman.
The inspection lasted till x p.m. After having been entertained at a tiffin"party he pild a visit to the Hanyang Arsenal, returning to his residence at Wachang only late in the afternoon.—Mercury.
Much has been written about the prepone derance of femoral buboes, and Dr. Lawson, in his report, explaies this by asserting that in the Chinese, who usually ga barelooted, Infection by inoculation was the usual condition, but he falls to explain why the men of the Shropshire regiment also had femoral and inguinal baboes, To my mind the explanation of their occasrenes, i elther case, is a very simple one; the disease is essentially one of the lymphatic system, and past-mortem eximinations have abundently shown that all the lymphaile glands of the body sie more or less implicated, and all exhibit a greater or less tendency to chlargement; there -fore any special source of irritation will be sure to produce maked enlargement of certain glands, and such frritation would naturally occur fo men, whether barefanted or booted, by much walking, especially if carrying heavy weights at the same time, and by climbing up and down narrow flights of stairs, as was done
Corruption among the "Great Unpaid" by the soldiers. Women on the other hand appears to be rife in Australia. We hear from ezbibit mostly enlargements of the axillary Melbourne that a special board, consisting of glands consequent upon their ordinary house Sir Hartley Williams, jedge of the Supreme hold avocations, while the femoral and Court, Professor Kernot, and Capt. Carele, which was appointed to inquire into certain allegations Inguinal glands are not usually very enlarged, for the ordinary Chinese woman, even of the of corruption of honorary jazilces of the peace coolle class, dres very little walking. It is so sod frequent bench-packing, bas just issued its admited fact that patients suffering from bubenic report after an exhaustiva investigation. This fever are able to walk about and even in some report finds that the charges are established in the exser to follow their usual employment, for the
Canes of Justices Repiport and Baxter, who are frst day or two of their illness, and then succumb declared to have beco gality of corruption in rapidly from heart failure, so that there is ample receiving gills from actual or prospective | time for the development of the irritative enlarge-litigants; that Mr. Baxter visited houses of til ment of any special chala of glande.
Yet another argument against th's theory of
Infection by locculation is that wound reaction is Bol present, in ordinary cases of the disesse, but that when we get a genuine case of accidental la culation a from a post-mortem wound, it is most marked, both at the seat of the wound and along the track of the lymphatic vessels. This is well shown in the case of Professor Aoyama, as described on pige-39 of Dr. Lowson's report, for he had two Inoculation wounds, and on the left third finger and the other on the right them both of these wounds b came to inflamed and Marensely pilafal that they had to be freely incia d, while severe lymphangitis eccurred in both arms, and buboes formed in each szilla; it is worthy of note that the first babe formed In the left axilla, while the lymphanglis appeared Erst in the right arm. Case X, Chinese, also lilostrates this point, and to my opinion serves to accentuate the rarity of infection by faaccols then under ordinary circumstances,
As I have said, the infective material will breed in premises which are filthy, ill-ventilated, overcrowded, and dark, and the disease is contracted by prolonged breathlog of such atmosphere as I fourd onder these conditions, and the xtration of the Baard should thereigee be duected not to be substitution of other melbeds of conservancy for that at present in vogue, but to the speedy Improvement of the general sanitary condtion of the colony, the probibition of bick-to-back houses, the opening out of narrow lizes and passages, at present ́occluded by filthy boardings, awnings, and etber «coverings, the provision of an abundant supply of pure water, and the prevention of that over crowding which has unhappily been permitted de continue unchecked for so many years past,
It is a significant fact that only about 26 per cent, of the cases occur on the ground floors of hanses, although nearly half the tenement house of the colony are still but two storey bulidings, and the proportion of occupied ground floor rooms to upper floor rooms is an 65 to 100. This I think another argument in favour of the theory that overcrowding and want of ventilation are the more potent factors in the spread of the dinoase, for the ground floor rooms of most Chinese houses are open throughout their entire frontage during the daytime, being closed at might by wide doors, while the upper floor sooma have no such efficient means of ventilation,
The course to be pursued appears undoubtedly to lako steps at an early date, to the direction indicated by the provisions of the Crown Lande Resumption Ordinance No. 23 of 1889, which is much on the fines of the Imperial Housing | of the Working Classes Act of 1890, and to resume certain insanliary areas, demolish the premises upon them, and then baring laid out the land either re-sell the building lots or balid modėl dweilings "thereon. Thein are a number of innanllary areas in the city which argently need resumption, and when the clearing and laying ont of Taipingshan has been cous pleted others could be taken in hand without produclog further congestion of the remaining portfoar of the city,

fame in the city, and that both combined in
devising means to defer Justice. Other justices wre.condemned for adjodicating upon cares in which they were personally interested. Justice Bird is found to have adjudicated in the interests of women of il-fame with whom
e WIS as intimate lerms, The board further find that many justices migrated to courts in which they were not accustomed to sit because litigants in them were eliber cus- tamers or a'd friends, or because they were otherwlie Interested to them, thereby burnum bering the local Justices Such Incursione aroused suspicion and distrust in the administra tion of Justice The board belleve, however, that the inculpated Justices were mostly lamentably unconscious of impropriety. They find that Mr. Lormer, at whose instigation the inquiry was held, sat in cases in which he had a strong prejudice gaṭust litigants or against the trade la which they were engaged, Bai exonerate him from corruption. The board ricommend that no honorary Justice be permitted to adjudicate lo Melbourne or its suburbs, or in Ballarat, Rendige, and other cities. They faveur a dimination to the number of courts, and rc mmend the appointment of justices by Independent boards legether removed from political influence or patronage.

He, in the meanwhile, thought he had got full proofs of the charge against the Bleutenant, but the latter dented it on his ward of honour. Dr. Zanker, who in allentonant is the 11th Landwehr Regiment, now challenged Lient, van Kettalhadt to a duel with pistols.
The meeting, took place near Potsdam, Von Kettelhout coming all the way from Kiel for the purpose, accompanied by several naval officers, some of whom acted A seconds.
