THE MILITARY ESTIMATES IN INDIA,

In the debata on the Budget in the Vice-regi Council in Calcutta last manib, Sir H. Bracken- bury explained the military estimates, Chitral'expedition had cost during the year 1737 lakha; but for this the military expenditure would have been 79 lakhs below the estimates, For the ensuing year the estimates showed an increase of at lakhr, owing to the occupation of Chitral, the mobilization preparations, and an increase of pay to the nation Arrar. The Viceroy, in closing the debate, characterized the Budget as a modest one, and said that the proper financial policy for India was one of cantion, moderation, and con. scrvatism. A PLAGUE AT KOWLOON. The President reported that some progress seemed to have been made in the number of cases in Kowloon, to a large extent confined to the village of Yaumall. He proposed that the district bounded on the north by the stream at the north of Yaumati, of the south by Austin the west by the harbour, be declated infected Road, on the cast by the life ranges, and on with bubonic plague. Sir, I am directed to forward for the informa- tion of the Sanliary Board the enclosed copy of a letter from the Celonial Secretary, Singapore, on the subject of the outbreak of cholers at that
port.
On receipt of this communication tele gram was at once dispatched to Singapore requesting that the masters of all vessels leaving that port for Hongkong should be instructed that If any suspicious cases of diarrhea occur during the voyage they should proceed 'at ance to the Quarantine Anchorage and there await the orders of the Health Officer of the post. The Singapore Government has also been requested by letter to keep this Government regularly informed of the progress or abatement of the disease,

The amount of chlorine gas evolved from alb. of wet chloride of lime during a fortnight would be infinitesimal and cortainly would not act as a germlelde. There are about 6 350 occupied Chinese houses in the cliy, comprising at least 12,000 floors, so that 1,500 153, of chloride of lime would be required Each week at a cast of $110, and the whole of it

REPORT.
Dr. Francis W, Clark, the Medical Officer of Health for the colony, ruḥmlited his fiat anonal report to the Sanitary Board yesterday afternoon. From this we take the following extracts:-
BIRTHS AND DEATHS. For the purposes of the report, the population of the colony was assumed to be 244.930 in 1895, the European civilian element being taken at 2,680, of whom 1,800 were British. The total births

registered during the year amounted to 1,437 or equal to 5 8 per 1,000. The number of binks. amongst Europesos was 95, of which were British, 13 German, and 3 French. The births mong the Portuguese community was a8.ag per 7,000, and among the British (exclusive of Births which occurred is the military quarters, was 22.6 p'r 1,000. This is one of the most satis- factory features in conneelas with the visi statistics, indicating as it does the remarkable extent to which familly e prevails in this fare distant colony, Then:dition of 805 unregistered Mirths raises the total birth rate for the colony
