Kobe, February 25th. A Seoul dispatch of the 19th lost. states that Mt. Gyo Inchu, the newly-appointed Korean Minister for Finance, has been murdered. The situation to Seoul appears to be regarded as very critical, and an attack upon the Japanese Settlement was feared on the right of the 18th Inat, but precautions were taken, and the right passed over in afety.
