THE CUSTOMS service.
TIENTSIN, Jary 19th. We are pleased to see that our Shanghai. morning contemporary, in' its leaua ofthe 24th of December, bas taken up the tale which formed the subject of our landing sticle on the 20th of August last, says the Tientsin Times We too, are innocent of brief or Inspiration In this matter; but wo bave received letters expressive of high appreciation of one motives from those whose cauit we desired to advocate, and we have been urged to continue the subject. It is just because, as our contemporary remarks, " the spitit of the amvics is adverse to the-expresston of grievance," that we believe it to be our duty to prove, as much for the sake of the government which employs as the men whom it employs, that cancer of dis content which, oziwaidly repressed by the discipline of a public servi·e, runs the greater Tisk of spreading and growing Inwardly unti it vitiates the whole holy upon which it We have no desire to hamper the brilliant Chlef of the Customs Service; wa believe, even, that as an organ of public opinion we owe it as much to him to indicate the state of feeling which pervades the ranks of tha Castoms to those men who, alter devating years of their Ble to the acquisition of special qualifications, which practically reader them unfit day by day left further bebied in the great race of to exfer may other walk of life, find themselves life, with the prospect of ultimate retirement becoming surely and steadily more remote and desperate. We do not forget that the one great feature which dialingaishes the Custome from other institutions is its permatency, though even this is qualified by the uncertainty which overlies its fature when Sir Robert Hart shall have ceased to guide and govern it. Under its present conditions every man tho joins the Service knows that his bread and butter is assured to bim so long he behaves himself and does his work and we can call to mind fow. Instances dismissal where men have once passed through the period of probation. But even bread and butter pall asi constant diet, and become the more unappetising when the exirencies of life steadily reduce the guantity of the fabricating mediam, and leard the substratum of bread more and more bara.
How much harder, then, sppears the state of the individcal who, entering upon a career which at one ilme held out the promise of being able to add jam to his diet, fnds himself Involved in a daily struggle for a bare crust, when he finds that those with whom he mixes have and provision made for them by their employers. Tbers was a time when the Customs servant could seasonably look forward to retirement at the age of 50, after some 25 or 30 years of servicë, with the exercise of due economy and by means of judicious invest- ment of his savings. The prospect now is very most they can hope for, after they have made different. Those who have married find that the
due provision for their familler, is perhap a litile cottage in Japan. Those who Bays not married thick of the responsiblilty of adding to this world's population and tocome, in many cases, stingy, morose, or cynical. As things now stand retirement is next to imposelbia, pro- mailon is blocked, and disappointment is rife. It behaves the "1. G." to make an effort to remedy the state of affaire, It is unfair to the members of the service is individuals; It is a stain upon their loyalty and polsons their ambition; and It is unfile to them as representatives of a service which aims at occupying a position based on the one side upon their social obligations towards their follow-foreigners, and on theother side upon their official and social attitude towards the Indicate the direction or the manner of the Chibere. It is not within our province to reform, but merely to insist, with all the vigour we can command, upon the greent need of Improvement in the position and prospects of a body of men whose lives and work have no small bare in the civilising Influence which those who hire the best interests of this country at heart believe to be the duty of all foreigners amongst the people of China.
