vessels under foreign flags. Come the Anc demonstration of our naval power at Kiel with the fact that only five Američan merchant varsel with crews all told of barely 150 men visited Germany during the entire year, Commissioner Chamberinic quotes effectively Cuplata Mahon's statement that a navy cannot long exist without a large merchant marino, as a reason for its maintenance, and that while Hike the Navy of Louis XIV, it may be fair to look upon it, will prowa w głowth, which, having no root, "soun withers away.
Assuming that the free ship bill may not pass this season, Commissioner Chamberlain pro- poses as an alternative the extension of the Act under which the New York und Paris wets admitted to register and the St. Louis and St. Paul were built in the United States. Leading shipbullders have declared their approval of this proposition and the Bureau belleres that It will be adopted in the coming session, the good results of the experiment in the case of the principle four steamers named proving that the I can with entire safety be made general."
Other proposed methods of ballding up the U. S, merchant maride are examined. It is shown that the scheme of Imposing discriminating duties on foreign vessels conflicts with thirty-three of our treaties of friendship and commerce- practically the whole world-and that these igeatles were negotiated by the lenders of political thought in all pariles, from John Jay to Hamilton Fish and Thos. F, Bayard, and that, tl the treatles were all abrogated we should merely invlle retailation on American vessels, The subject of subsidies is discussed briefly, a having little support in this country, but a fail trasslation of the report of President Faure, Minister Slogirled and other French statesmen is printed, showing the meagre results and great expense of the French subsidy system.
The condition of the American salior, as affected by the laws, receives exceptionally full treatment, Commliitoner Chamberlain proporça that the Government take fall control of the shipping Commissioners' offices with a view to making them, as they were designed to be, the sole employment agencies for seamen,

In the month, my appetite falled, and what I did ent lay on me like a stone. Soon I became afraid to eat, as the set was always followed by pain and distress. so says, the Royal Commission on the Defence of our cualleg stations. And what strength

The Committee on the Naval Mancares, 1888, in « Government report, put it a liute lower.......... They say—“ Under the altered conditions which steam and the development of attack by lecomotive torpedoes bave introduced into naval warfare, it will not be found practicable to maintain an effective blockade of an enemy's -squadrons in strongly-fortified ports, without the blockading battleships' bolag in the propaflion of at least five to three, to allow a sufficient mateln for casualities," This report is signed by tåsen Admirals.-Naval Annual 1889, p. 224.
