As will be seen by a telegram published in another column, Mr. Jos1PH CHAMBERLAIN (Secretary of State for the Colonies) has sent a despatch to all Colonial Governors minute return of foreign requesting a imports which have displaced British goods, with the causes thereof. Also a return of Colonial products suitable for export to Great Britain, together with detalls which may be useful to British Importers. This, it seems to us, augurs well for the future of British commerce with the Far
'shows East, for it beyond shadow of doubt that the British Government has at last become aware of the fact that our, trade with China has fallen off considerably in recent years, that our Eastern commerce is threatened with keener competition than we have yet had to contend with, and that it is a matter of paramount importance that proper steps should at once be taken to foster and protect the trade of the ploneers of progress and civilization in Far Cathay as well as in other markets where British merchants find themselves
though through no fault of their own, be it noted engaged in a desperate struggle with all the odds In favour of their trade rivals.
One would have thought that Mr. CHAMBERLAIN could have obtained a great deal of useful information relating to the Far East from the Imperial Maritime Customs and Consular reports, Guber- natorial reports and speeches would not -if we are to judge by the latest sample of such effusions—be of much service to the Secretary of State, for there is a lack of useful detall noticeable in most of them which is perhaps more or less-unavoidable in free-trade colonies, where, of course, Customs returns are not available.
It is conceivable, and doubtless probable, that the colonial Chambers of Commerce will assist the various Governors to prepare interesting, possibly useful, reports
on
"the foreign imports which have displaced or are displacing British goods,”. but we fear that the fact of the Government allowing Mr. CHAMBERLAIN's action to leak out will go far towards nullifying the effects of his new policy. The cat is now out of the bag, and our trade rivals will in all probability be more on their guard than heretofore. Of course | It Is, metaphorically speaking, better for the Government to look in this year of grace into such matters than to neglect them for ever, but at the same time we fear that our prestige and trade is bound to suffer seriously for some years from the effects of Lord Rosabery's lack of pluck and foresight when at the com- mencent of the China-Japan war he invoked In vain the co-operation of the Great Powers to stop the war and hadn't the courage to risk a war with Russia by champloning the cause of China and saying to Japan-"thus far but no further." Had he done so Japan would have been set back for another half century at least and the cotton goods trade (Import) with 'China which is threa. tened with virtual extinction 20 years hence would have been secured to John Bull for many decades to come. But we slumbered on, and now it is to "be feared that the "summer of our awaking" will reveal a state of affaire thereverse of creditable to British diplomacy or pleasant for British merchants.
