In view of the many reposts in circul ulon regarding the stiftade of Great Britain toward Venezuels, the following efficial announcmeet was made to-day —

A letter which Waller wrote to a member of the Hava Government was intercepted. It contained a warning to the Hovas that the two Frenchmen within their lines were spies for the French military authorities. In the first part of his letter Waller mentioned two men by `nams, and in the remaining parts of his miselva referred to them by initals.

Hi defense is that he did not identify the men, but the French court which tried him was not impressed with the value of this explanation. Neither is the State Department to Washington, If this letter had been delivered the two mea mamed in it would doubtless have been con. demned to death by the Hovas.

Secretary Olney is satisfied of Waller's gulit and of the regularity and fairness of the court which tried and convicted him. Taking this

view of Walker's case, the Administration will make no demand on the French Government

for his release. It may ask, as a measure of friendship and courtesy, that his punishment be lightened, but this will be asked as a favour and
