NOTES AND COMMENTS.

In another part of this issue we publish some Interesting Information relative to the French Commercial Mission which is now at work, under the experienced leadership of M. Rocher, in Tonkin, and will sharily commence a "voyage of discovery in the densely populated province of Yunnan. It would appear from the Information suppiled by Amir

du. Tonkin that the French Mission Is well backed up by the leading Chambers of Commerce In la belle Prance, and that the scope of its labours Includes a careful study of the natural products, Industries, trade, resources and requirements gene. rally of the central and southern provinces of China.

The Mission is to report under these heads, while to French diplomacy is left the task, a very light one apparently in the estimation of our Gallic neighbours, of securing to the French a practical monopoly of the trade of the rich southern provinces of the great Middle Kingdom.
