Mr. Li Sing's new city on the other side of the 'water, between Sam-ahul-po and Lal-chl-kok and wholly on Chinese territory, is a noteworthy project and is deserving of rather more consideration at the hands of our rulers than it seems, so far, to have obtained. Two hundred acres of ground, levelled and properly laid out, even allowing for streets and lanes of dimensions acceptable to European idea", will permit of the erection of several hundreds of Chinese houses and will afford cheap accommodation for many thousands of Chinese. Doubtless Mr. Ho Amel and his friends will do all they can to draw there respectable Chiness of all classes, but it is not possible that there will not also gather there a very large number of a very undesirable class.
