THE RUSSO-JAPANESE TREATY,

We are indebted to the Japan Advertiser İst which has been concluded between Japan and the following translation of a special tresly Russia (as an addition to the treaty of Commerce and Navigation proper,) and the protocol thereto kitsched --

Art, I.—It is #greed by the contracting parties that, in view of the fact that the commercial relations between Sweden and Norway, and the countries adjoining the frontier of Asiatic Russia and Russia, are governed by special Regulations controlling the frontier trade, which regulations are quite independent of these applicable to the general foreign trade of Russis, therefore the special stipulations contained in the treaty concluded in 1838 between Russia and Sweden and Norway and the stipulations relating to the trade with countries on the frontler of Asiatic Russla, cannot under any circumstances be quoted as grounds for altering the terms of commerce and navigallon agreed upon by the two contracting pariles.

Art, II.-It is understood by the understraed that the undermentioned exemptions from duty, immanities and other privileges aball not be considered as detrimental to the working of the reciprocal principies of the principal Treaty between the two countrier. '
