SHANGHAI, September 6th.

I p.m. Telegraphic Information just received from Peking states that Sir Nicholas O'Conor, the British Minister, has notified the Taungli Yamen that Llu Pin-chang, the scheming Viceroy of Szechuan province, who la mainly responsible for the recent outrages perpetrated upon British subjects in Chengta and other citles ta Szechuen province, must be punished. If he is not punished promptly and adequately the Minister asserts that severe measures will be promptly adopted by the British Government.

The Yamen has repiled to Sir Nicholas O'Conor in a conciliatory manner, plead ing for leniency on the grounds of its helplessness and inability to deal effec tively with the many difficulties with which it is best.

Sir Nicholas O'Conor's Instructions are imperative, and he has now insisted on the punishment of Liu.
