The Japanese have now 20,000 men la Norik Formosa and are steadily working their way South. They have now reached Oulan a town yo miles from the capital. As Oulan is near the coast and has a harbour for small vessels they hope to receive supplies by sea. The Oulan river is at present shallow, but like all the ilvers ong the West const is subject to freskets when it is almost impassable.
Since the Tokoham affair the Japanese have met with very little opposition, the Halticas evidently seeing that the Japanese were toe many for them, and the Chinese settlers that restating the Japanete means ruination. A much better feeling seems to prevail with the Chinese who now hand over the disaffected and bad characters to ensure their own safety and gain
