IS THERE A FRANCO-RUSSIAN ALLIANCE?
We have here anolber corroboration of the concert existing between the tws Governments, sed the accord existing between the two countries. 'QUARANTINE,
The absaditles of quarantine regulations have just received a good illustration at Gibraltar. The Pand O. steamer Chusan put in the other day flying the yellow quarantine flag, there being a lady passenger down with infectious disease of some klad. The passengers who were waiting to go on board were compelled to wait till the Port Medical officer had been found and had boarded the ship; after which all the boats which had put off were ordered back, each one to take up a health guard, so that no fafected person might land from the vessel. Many of the passengers declined to go back to the ship a second time, and those who did go had to sy good-bye bye to their freinds at the foot of the gangway ladder, none but passengers being allowed on board. After all these vexations regulations, will it be believed that the arriving passengers were allowed to come straight off the ship to their hotels and other destinations on shore; while one passenger, who had cabin luggage with him, although his heary baggage down in the hold, where it was out of possible risk of infection, was sent to a hulk to the bay to be fumigated! The ship's company were at quarters going through all the evolutions of pre- paring the vessel for action. After the comple too of the exerciss Captain Johnson, is making the win tour of Inspection, noticed that a table which is constructed to slide (with a wounded man on it) from the deck into the forecastle, which when in action is used as a cockpit, was out of place. He inquired of Dr. Les, the ship's urgear, why the table was out of position, and was informed that the men whose duty it was attend to such matters were away at Garden Island getting stores. Captain Johnson thereupon very much excited, and was placed on the sick fold the doctor to attend to it himself. He was list by the doctor. The effect of placing an officer on the sick list is supposed to be to remove him from authority, Bat Captain Johnson declined to go on the sick list and ordered the doctor to go under arrest. The doctor, in bla tuzu, declined to go under arrest, verring that the captafa had no power to place him under arrest, for the reason just stated. At the subsequent court-martial' Dr. Les was not allowed to examlag his witnesses, numbering thirty, to prove his case. The Court seems to have limited the evidence to matters bearing on the doctor's disobedience, but, as one of the papers puts it, "shut its cars to the reasons for disobeying the captain and placing him on the sick list..... The whole cass hinged on that, to our way of thinking, and all evidence on fi should have been admitted." «
