Whatever may be thought of the appropriate. news or otherwise of Representative Government for Eastern people, there can be no doubt that, wherever Englishmen go, the cry for such a form of Government in sare to spring up socar or later, and not unnaturally. Accustomed to the free institutions of the Wert, it is impossible that Englishmen can, for long, consent to be treated as in many babes or rather children for whom a Government, administered mainly troms Downing Street in London, must provide every thing. In such places as Australasia, Canada and disewhere, possible government can be, and was, readily conceded by Mother Country for in such places Englismen form the predominant race, the natives having Mirsady died out or gulag through a process of rapid extinctions. It is only when we come to Great Britain, such as Jamaica, Martilos, India and the Crown Colonies, where, the black or Astalic races form an immen.e numerical superiority over the English traders and settlers, that the difficulty of seceding to the demand of Local Self-Government becomes almost insuper- shic. The “Mother Country,' while willing and anxious to accede to the Wish of her children on the one hard, cinnot, on her other, ignore the claims to protection and fair treatment of the black racce—the adopted children who own her way. In the present state of cirillation the great mass of the natives of India and the Eestern colonies are totally unit for any form of responsib'e Government. It is true that under the benign, cses of a paternal Government education has done much for them, hat that much to a little compared with what remains to yet reached the masses of the people so as to anable them to be entrusted with those full powers of representative Government that obtain
