On the 30th ultimo "the Plover arrived here from Talwanfon with the news that Admiral Buller had ordered the Immediate withdrawalof marines andbluejacketsfrom the settlements at Aaping and Talwanfoo. The British Consul at Talwanfoo wired to the British Mini ter at Peking protesting against such action and polating out the extreme danger in which it would at once place the European community. The Minister replied immediately authorising the Consul to retain the naval forces, but the Seulor Naval Officer considered the Minister's telegram Insufficient to justify non-compliance with the Admiral's orders which he there and then gave full effect to The guards were withdrawn and returned to duty on board their respective ships, and a short while later the foreign merchants seat all their oplum and valuables on board the Redbreast and Spartan which conveyed it to this port, where it was landed. The opium and treasure landed, the Redbreast, Spartan and Plover returned to Anping to watch the pro- ceedings of the "Black Flags."
As soon as the foreigners in Taiwanfoo saw it was hopeless to look for further pro- tection, from the British authorities they induced the German Consul to apply to the German Admiral for protection, but that officer refused to comply on the grounds that landing at Anping and Talwanfoo had been declared by military experts to be impracticable.
