Japan cannot withdraw her forces or the Utile Kingdom will fall back Into worse than Its former misery and anarchy, and China will be tempted, and strongly tempted, to intermeddle.. There is a very strong pro-Chinese party among the Koreans. If Japan remains in Korea, she must in effect govern it internally, and direct, in effect, all its foreign relations; and yet Korea will not be a protected state, or under the suzerainty of Japan, as Egypt is under the suzeranity of the Porte, and under the protection of England. If Japan remains in Korea it must be, theoretically at least, at the request of the Koreans themselves, and yet we know that in practice no such request has been made, or is likely to be made. The position will be anomalous. inclined to think that Japan's position in" Korea will be defined to the world, by a formal declaration, or Note, addressed by Japan'to the Fowers, and in due course be accepted by them.
