THE ANNEXATION DIFFICULTY. WI noticed yesterday, and endeavoured to correct, the views entertained by one of our Shanghai contemporaries, the Hercsiry, as to the policy to be adopted by Great Britain and to be advocated by intelligant Englishmen In the Far East, in connection with the treaty between China and Japan, so recently concluded and with the territorial changes likely to be brought about by that

mention. To-day we beg leave to refer to the utterances, on the same subjećt, of one of the Singapore papers, the Fru Pres to wit. Its theme is a difference of dpinion between the Editor and the Topicist," who contributes a column to that paper a sort of Straits Settlements "Brownle." The "Topicist? takes even a more alarming view of the position and possible consequences of the Treaty than our Shanghal contemporary. If Japan acquires any territory on the mainland of Asia be foresees an Immediate union of hands and hearts between the Japanese and Chinese, Japanese energy wedded to the solidity and mass of Chins, and Importing to it a phenomenal velocity and a special direction westward which will result in Europe and European civilization being hurled down and crushed beneath the momentum of the combined advance.

GRUNDKONG, FRIDAY, APRIL 26, 1895.

THE SANITARY BOARD MUDDLE. or about SUNDAY, the 5th prezimo, at Day Tan proceedings' at the meeting of the Sanitary Board yesterday were rather amusing. Only official members were present, none of the unofficials put in an appearance. To the Board so constituted was submitted the Governor's letter asking for a statement of any shortcomings charged by the Board against the Govern- ment. What could the officials do but reply that there had been no shortcomings, that there were no complaints against the Government, and that no one was to blame except the merchants and land owners who had no ona there to represent them or speak for them? The officials dare not do otherwise than they did, comm.on and they can hardly be blamed after Mr. Mar's enforced retraction last year of all that he said, and said so truly and so well, about the want of continuity in the Government and the hollowness of the WAS In Governor's assertion that he ignorance of the insanitary state of the colony.
