THE OPIUM REVENUE. Tux Fongkong Telegraph has_frequently directed the attention of the Government to the Irritating and unwarranted Interference with the Oplum Farmer in conducting his business by the Water Police in the presumed Interests of the Chinese Customs, and predicted that such & course of action could only result to the prejudice of the ratepayers by materially decreasing the market value of the Farm, which has for years been one of our leading sources of revenue. And in the light of recent disclosures there can be no room for any doubt that our assertions were based on thoroughly reliahle data, and that the end is not yet. It will be remembered, perhaps, that in addressing the members of the Legislative Council on the 25th January, 1892, the Governor said :--
"The procipal item which struck ma se over-estimated (in the last bodet) was a most valuable portion of our revenue, namely, the yield of the lum Farm.
