It may, however, be added here that no len than seven Europeans are laid up with typhoid lever in Foochow, the cause of which is attri bated by their respective physicians to the use of milk procured from a native dairy, although by paying a few, cash more per plat they could have procured their milk from a well-known European dairy in the settlement.

OUTRAGES IN SIAM. **

The murder of the unfortunate engineer Babel, in the province of Petrlu, ought to awaken the Siamese authorities to a sense of their duties and responsibilities. Outrages and murders are becoming far too frequent la autlying provinces, and detection all too scarce to bode any good to a government which allows such a state of affairs to continue unchecked. It is, of course, Impossible for the Siamese Government to foresee that any enginear starting on prospect ing four may have his throat cut by his rascally boatmen, but It is not too much to expect that the Government «bail take every possible menny of discovering the assassin and bringing them to book for their crimes. As far as experience goes this is not what is being done by H. S. M. Government. It is either not pursuing the authors of such foul crimes with the energy which foreteners have every right to expect, or its officials are remarkably las in their efforts in detecting and arresting the criminals. Crimes of violence have oflate increased to an alarming extent throughout this kingdom. There is not a week we do not recard some deed of sxvage outrage or murder in the city or within plutot shot of the city walls. And the shooting, stabbing, clubbing and insilog are not confined to native victims, but Europeans are becoming the sufferers at the hands of the "rift raff” of the Siamese population. This increase in crimes of violence may, we think. be sccounted for in two ways. The Siamese aniberiiles are indolent in the suppression of crime. The venal character of officials is too well known, and their com- plicity with the bad characters of their district not so very rare that crimes of all kinds are rather encouraged than put down. The state of the provinces, over-run with dacofia and terrorised by armed bands prowling along every water-way of the country, has long been a crying scandal In this country. Without official lethargy or official connivance anch ■ state of disorder would be impossible. Arrests are sometimes made, but the real criminals are rarely secured. It is too often the friends or | relatives of the culprits who are made to explate the foul crimes committed upsa natives Lad Europener, while the actual perpetrators escape with ease. It is not to be, supposed that:| the evilly disposed will be deterred from crime when there are so few instances of the guilty belog captured and punished. And the second reason for this sudden mania for attacking Europeans is the general in. difference of foreign Representatives when their | nationals are the victims of outrages.
