The farm system was introduced some considerable dime prior to 1883, the Yan Wo hong, the present Macão Opium Farmers, being the first lessees at $10,000 per month. In 1883, the Government demanded a higher figure for the monopoly and the YAN Wo objecting to exceed their old figure the former took it over from them, but a couple of years later they were only too glad to, re-let the Farm to the Yan Wo at the former rate of $10,000 a month, which was much more than the Government ever netted in normal years, for it must not be forgotten that the returns of the Government do not show net profit, but simply gross revenue, from which working expenses have to be deducted. In 1885, however, the Hok Tai hong, of Singapore, secured the farm for 8180,000 a year for a term of three years, and in 1887 the Rau Opium Ordinani was passed, which protected the Government and the Farmer, the result being that the next lease was bought in by Straits Chinese at 839,800 per meniem with therightto use 300 chests every month in accordance with the conditions set forth in Ordinaner & of 1886.
