We cannot pretend to know where the duties and responsibili jes of the Sanitary Roard begin and end. We are not even sure that the Board has any duties or responsibilities. It has a Superintendent and Secretary, a crowd of inspectors of nuisances, Clerks, interpreters, cleaners, watchmen, messengers, etc., who no doubt do something in return for their PINE, APRICOT, CHERRY, LIME, GUAVA, wages, but we quite fail to see from very careful personal observation that these services are worth $65,000 per annum to the colony. The Superintendent, who after all is only a head clerk, would possibly be charitably set down a figure-head, and ornament, and so far as the present Incumbent of the office is concerned, that description might not be very far from the mark; but wrat are the duties of the Inspectors of Nuisances, who ought to be the real workmen of the department? One of the greatest and most offensive nuisances in this colony is one of long standing-the sickening bucket' system which every morning from about 4 until 8 am, places Hongkong as a British town quite outside the pale of modern civilisation. Is not this a nuisance of a most pronounced type? Why then has it not been dealt with by those who are paid to deal with such social abuses, or by those who have voluntarily undertaken such responsibilites? The answer is plain-- combined ignorance, and neglect. Ad- mitting that the bucket system is necessity, surely its grossly offensive surroundings are open to Improve ment! In other places where. Chodzko of the French steamer Hand was charged before M. Hastings with a breach of the Quarantine Regulations on the 3rd inst, In bringing his skip Into the waters of this colony with a case of small-pox on board without flying the yellow j ck. Mr. V. H. Deacon, solicitor, appeared for the defendant and led evidence to show that after the vessel left Hofhow the third engineer was taken ill, but no one had any idea. that be was suff ring from small-pax catii examlued by a deeter sabrequent to arrival here on the 3rd. Being satisfied that no one an board the ship knew that there was a small-por patient on-board until some hours after the ship' arrival in Hongkong the magistrate found that an offence of a tech iral nature only had been committed and therefore imposed a nominal fine of one dollar.

In the Blish Supreme Court. at Shanghai on the 4h inst. Chief Justice Hannen delivered judgment in the Soochow Creek foreshore case, in which Mr. Ernest Major was pl-intiff and Messrs. Jardine, Matheson & Co, defendants, he was the legal owner and occupier of a lot of Mr. Majar, It will be remembered, alleged that
the defendants falsely and maliciously aged land on the south of the Soochow Creek that that the plalatif had no title to the land in question and that the defendants during the mouth of October, 1899, and at various times since, broke and entered the said lot of land and trespassed thesein and be prayed for a perpetual Injunction restraining the defendants from con. The Directors bag to submit the accounts for tinuing or repeating this trespass, and an ordre the year ending 30th September, 1893, froma machinery and piping, and Sil up a pond, st of working account is $10.005.68. that they should remove cortala pumping which it will be seen that the balance at credit their own charges; for damages, and for such farther or other remedy as the nature of the case might require. The answer of the defendants was practically dental of all these allegations. After a lengthy and elaborate judgment the Chief Justice held that plaintiff was the legal owner of the land in dispute, but as he had never actually been in possession no action for trespass would lies that no malicious slander of the plaintiff's tule had been proved, so there could be no damages; and that the injunction and specifi: relief prayed for could not be granted.
