proper names, are now names of kinds of vessels. In nautical nomenclature "ablp" and "bark" have particular technical meanings, though their almost indiscriminate, use albore, and such compounds as "shipmate," "embark," and the like, perhaps indicate that formerly their mean logs were more general.. "Bark." however, is used for any kind of a vessel by the poets, doubtless owing to its convenlence for rhyme and the sailor, familarly, affectionately and perhaps no less poetically, applies the diminutive

It will, perhaps, have to be conceded that the authors of the Declaration of Independence did not have Ab Sin in mind when they adopted the phrase which had echoed more or less in a faint sort of way in the Roman Courts for nine hundred years, ill it was picked up by Jean Jacques Rousseau and converted into an Instru ruent with which to nearly overturned the world, Rut it never contained the word "free, till the English Radicals Incorporated it at their maxim. Nor do we get anything more substantial on the general subject to those political quarters in which reason, and not mere sentiment is supposed to hald sway, The information has just come from Washington that in the estimation of Secretary Gresham the Chinese Minister is a "great man."

So far as the gossip of the hour is to be accepted as contalbing at least a glimmering of truth, this con-lesion was reached by the Secre- tary of State because the Oriental diplomat did at threaten that Chins would resort to reprisals if the Geary law should be enforced. In this part of the set Ject the silliest vela of all has been urenvered. Some of the statesmen who babble about It ought not to have laid aside the pina- fere. Retaliation in kind on the part of China is simply out of the question, even if that nation were so disposed, for the simple reason that she has only the small end of the proposition. America bas the whip hand in all branches of the subject, China can only lojure herself by retuli itlon. On the war that may grow out of the complication there is not occasion to say much. The idea of it prevails mostly among those careful students of current history who belleve that nations will still fight on the most trivial pretexts.

It is only necessary to interject that If China should go to war with the United States, because of an internal regulation which it has chosen to set up in the case of the Chinese, the first-named nation is oor suzerain, and we are a tributary and dependent community. It may be judiciously added that if war under sech improbable circumstances should be precipitated, chance would be cffered to increase our day at a less expense than the building of new ships would involve. China has some first-class warships which she does not know how to handle. But of all the recent contributions to the Chinese Qarstion the most surprising is that furnished by a local official, to the effect that the Chinese aie among the bravest men on earth. Almost

any man of any race will 6ght when forced into a corner. But if the Chinese have military capacity, history is shamefully silent on the subject.
