Here is what the Licensing Justices have to consider, in the plain language of the Chief Justice of Hongkong, and it is sincerely to be hoped, after recent experiences, that the Great Unwashed' will take the object lesson to heart, or resign a judicial position which they are totally unfitted to fill. His fordship lays it down, and nobody who is not a hopeless noodle will doubt the absolute accuracy of the Instructions, that "the consideration of the merits of an application involves an examination of the reasons which may be urged for and A high class Fertili-er for Pot Pints and for against it. The locality of the proposed licensed house, the needs of the population, the $4.00 existence of other licensed houses in the vicinity, and the necessities and convenience of visitors are amongst the matters which the Justices may be properly asked to consider." That is the whole case in a nutshell, and these are the grounds on which the application by writ of mandamus for a license to the Peak "Buffet" will have to be considered.
There are several other important points in connection with this licensing affair which require comment. Mr. GRANVILLE SHARP's action in canvassing the Justices, biassing their independent views and, at least in a sense, attempting to suborn the

It was singularly unfortunate that his Excellency the Governor, his Honour the Chief Justice, and certain other Government officials, should have so far forgotten what they owed to their high positions, as to have allowed themselves to be wheedled into signing the ridiculous petition which has caused all this hubbub; however, all these are matters which can well lie over until

Theoretically, of course, there may be no reason why the present Government, trained ostensibly to govern, should not be able to deal with a simple question-all Hongkong political questions are simple compared with what have to be considered at home. But as a matter of fact the present Government has never exhibited the faintest symptom of a tendency to tackle any problem on a practical basis. Not that the members of the Government | A are to blame; they are but men-young, perhaps in some cases even little more than boys; but still, they are not to blame for that. Some of them are born fools,
blame should fall on the system by which such incapable men are put into responsible poslilons; and the systern should be so reframed as to give some guarantee of selection by merit. The present unsatisfactory plan is that when a man by any method manages to get through a set examination, he ther by enters the Civil Service, and has to be disposed of some- where.
