Again, the centre of the "bean cake trade is at Ichowfo, whence immense quantities of this product are now wheeled by barrow to the north sea coast at ruinous prices to ibe purchaser and stirration wages to the poor barrowmen. Again there is the great interior pongee silk trade, which is being crashed out by competition simply for lack of better facilities for export. A PLEA FOR A NEW PORT.

The new Chinese fort and naval station at Ch'ingiae,

on the east side of Kisochow Bay, in Stantong, seems to polat to that place practicable barbour, for future commerce. For year or more I have been studying that bay from a ixndsman's standpoint, and am convinced that if good anchorage can be found, we have in that locality the key to the future development of Shantung's resource).

A word as to the position and natural features of Ch'ingtao might be in place here. It is altuated at the entrance to the bay la approximate longitude 120 deg. zo mlo. E. and lat. 36 deg. 4 mio. N and easily commands the narrow atrails which are scarcely three miles wide. The channel at this palat is too deep for anchorage, It would seem, but about seven miles further morth a depth of four or five fathoms affords & more practicable anchorage, and ono well pro tected from the south-east wind. I shall lčavo the nautical problems to those better able to decide them, but from a practical knowledge of the interior of the province I can say that in | case no great obstacle exists to entrance or auchorage, we bave in this harbour the strategic point of bantung commerce. That portion of the province lying east of the Yellow River and Grand Canal has but one inlet and outlet for commerce,

spot being chosen speaks volumes for the ability of the management. With two whole provinces in which to choose a situation t build the works that were intended to upset the Western fron trade and to do so much for China, and then to locate them in a swamp, where there is prac-ically no place fit to lay a foundation, shows i sad want of knowledge and a reckless waste of money. The cost of making a proper foundation will be enormous and it is even doubtful li a foundation can ever be made that will stand. There are many suitable places near Wuchang

and close to the banks of the river too-where
