THE HONGKONG TELEGRAPH, THURSDAY, AUGUST 31, 1893. &

But has failure ever yet daunted genius, especially genius of the order so vauntingly displayed by Mr. W. DOBIECE? Perlsh the thought. And it la but natural that he should seek fresh channels through which to turn his over-flowing flood of light and reason, and give local newspaper editors the benefit of his masterly brains. view, at the doors of the local papers. We will take Mr. DenzRCK's complaints seria and answer each in turn. He says:-

Coples of the China Coast Meteorological Register, with weather forecasts for the following 14 hours, are sent dally to the newspapers in time for insertion in the extra number lasted by cach of them about noon. Hose of the paper prints it regularly before evening or avon next morning, whereby of course their subscribers lora any benefit they might derive from the weather forecasts. »

Neither of the foregoing statements is correct, for the reports, bald and worthless as they too often are, are published regularly (of course, it is understood, we are speaking for the Telegraph only), and as a matter of fact the forms, which are filled up dally at the Observatory, invariably reach our office nearer to one o'clock than noon; in fact it was 12.45 p.m., when the report came to hand to day, rendering it inconvenient, if not Impossible, to have it published in the usual mid-day express.

Moreover they all print the register very lacorrectly. They issue news about typhoons which are derived from various sources and which are a role lacorrect. Such items and mixed up with information suppiled from this Observatory and tend to mislead the public.

Again, so far as the Telegraph is cón- cerned, these assertions are a tissue of false- hoods, and we are tempted to go the length of saying that the writer of them knew them to besuch when he penned them. The news about typhoons which are (sic) derived from various sources and which as a rule are (sif) Incorrect" refers to the telegrams which are received here by the Spanish Consul direct from the Observatory at Manila, and which information, by the by, contains the most reliable meteorological Indications A typical published In the local Fress. instance was the Bokhara typhoon, notified through the courtesy of the Consul nearly COAST FORT ORDERS,

This makes it all the more surprising for Mr. J. D. Huxrays to rush into print (in the columns of to-day's Daily Prat) denouncing the injudicious use of morphia but protesting against any interference by ordinance with the trade carried on by English chemists in that same article of commerce for over forty years, Mr. Hua knows very well that the huge profits made by chemists and druggists | out of morphia are not derived from a legitimate medical use of the drug, and THE Governor of Kanagawa-ken has presented that if the habitual use of It-call it a ten Hakone salamanders, a pair of pheasants Kanagawa prefecture-to-Prince Ferdinand. But he ought to know equally well that the loophole provided for native practi- tioners will probably let the whole trade leak out of the clutches of the law and resume its course unless the new Ordi- nance is interpreted, 'by a straining of language, to exclude the native "doctors;"" and if those worthy Impostors are barred from using one poison, they might and should equally be prevented from using any other. Thus the discussion Invariably comes round again to the Pharmacy Act and that is where it ought to have started.
