-occupation of these places by the Siamese was not merely nominal, but effective; to effective that many times in the course of the present century, when disturbances occurred in this region, Siamese expeditions were sent to restore order. Between 1886 Pad 1890 & French Delimitation Commission, under M. Pavic, now French Minister here, visited these plunder Stamere paws and were Indebted to the Siamese Government for supp, m of conveyance, and so on. So that up • then, the Siamese suzerainty was unquestioned. But It had for years dean a 'cau. of jealousy. Lagree and Garnler both suggest 3 the conquest of the region, and in 1876 M. de Lincssan, now Governor-General of Cochin-Chiar, but then simply a Deputy, made a report to the Chamber In which, without questioning Slam's existing right to these provinces, he recommended their gradual annexation on the ground tha!, so long as the left bank of the Mekong fo med the frantier, the trade of Cochin-China would be hampered for want of an outlet to China. The schere found more and more supporters as time went on, and as it was seen that the opening of a road through Tonquin was impessible through the power of the piratical bands.

"The fact that, before the Mekong could be of any use to them, they would need to blast through the rapid and make a rallway, was over- "looked, or it may be that the colonial agliatore gave light weight to it; as in any case France, at Tonquin, would have to pay the bill. Thus out of a vague desire to conquer the Mekong reglan, the theory arose that it must at some time have belonged to Annam and was therefore wrongfully held by Stam. As a matter of fact, during all the wars which have raged between Annari, Cambadi, Slam, and Barms, it would beratural that at some period the 1 os Slates were eccupied by each in turn or even that, for the sake of peace, the Las should have acknow- ledged two or mir sovereigns at the same time, nding tribute simultaneously to Bangkok.and to Hoe, whose rights would thus fo about equal. But it is an axiom of international s well as municipal law that, if cocupation is act the best of tiles, it is the best presumption of a re; and therefore the least that France could be expected to do was to show us on what she bised her claim. But she gave neither proofs nor information on the point, The Siamese sald Show as that any part of this tentory loaps to yra and we will abandon it." France answered:-' It must have once belonged to Aññam therefore #rtil' belongs to her, and as we have established a protectorate over her,

It is ours.'

Matters stand thos In February last, when France fically dvanced those claims which had hitherto only been formulated by her publicists. The Siamese offered to arbitrate, if the proefs which France ought in all reason to supply were disputable. This proposal was Bly rejected, the French Insisting on Slam abandoning the military posts which she had established on the left bank the Mekong. I may say here that Slam had never agreed to regard the left bank as the boundary in 1888, the Delimitation Commissions appointed by the two Governments agreed provisionally to the maintenance of the "sfafugo, under which a const 'erable area on the left was beld by Slam

I have the honour to communicate the particulars of the fate of the Japanese official, Fall Zanzutaro, retaicer of Matindaira Bizen-no- Kaml, who ordered bis nons to fire on the foreigners at this place on the 4th ultimo. I left the Legation at aboni the Foreign Legations, and proceeded in Hlogo. 9p.m. tu company with the officers attached to where we were met by a guard who escorted us to the Temple where the execution was tots ke plxco. There was a large number of people on each side of the street leading to the Temple, and quite a number of soldiers "drawn up inside and about the Temple. We were shown into a reom adjoin- ing the Japanese officials, where we were asked If we wished to question the person about to be executed, to which we answered in the negative; they also took the name of every official present. After waiting about half an hour we were con- dacted by the Japanese officials into what 20 peared to to the priccipal room of the Temple, which was lighted with candles. "The French asked the Slamere to evacuate. The Slamese said that they would do so if the French would agree to do the same.. Is the meantime, various lucidents had occurred which complicated matters. French travellers, without asking for Siamese passports, took merchandise op to the Merong without parleg daty to the Siamese, and behaved generally in such a way that they had to be led across the frantier, a 1891, also, Siamese was installed by the French as Governor of a district near Luang Prabang; for five months the Slamete pretested, and then, seing that the soi-disant Governor was surrounding himself with Annamite soldiers and Dick Flag, they arrested him.
