majority of Chinese, who as the honorable the nominee and representative of the Chinese com- munity bas to admit, are ignorant of the principles and practice of English law. There "is no inconsistency in the two views: neither is there any want of consistency in my opinions, that in this Council British subjects ought to be more largely and more effective'y represented, and that we would be better governed than WO are if it were so; but walls the vast mass of allen Chinew, who are resident in this Colony, remain estmaged from Western ideas, they can take no prit in the manage. ment of our affairs, and have no just or *ightful claim to a controlling volce in the Government. They are entitled to be heard and consulted, but the power and authority must rest in the ruling race and in its representatives. In giving expression to these opinions I am in touch with most of the intelll gent members of the community. I was in touch with them when originally opposed to the Po Leung Kuk. I have carried many with me in my change of opinion sa to the merits of the Saclety. I am happy to say that to my opposi dan to cisone 5 of this Dill I have the concar rence of many of the leading, residents, and Government servants, who have given the subject thought and: consideration. I shall be very much surprised, Sir, if the Home Govern ment do not and cause to disallow the BUI in Its present form.
"The Bill was read a third time and passed. - ADJOURNMENT.
The Council adjourned until July 17th.

honorable and enlightened profession, and that Hongkong I not exactly s munity of mugs," Mr. Kitts, the Hongkong com- munity doesn t want to know that your father was an organ-grinder and your mother kept a mangle and you are surely old enough to recognise that fact. Both occupations are perfectly banorable and reputable, but so firss you are. concerned we in this eslony are only laterested in your merits as an alleged actor. A certain amount of current coin has to be paid to witoes your bistrionic revelations; you are for the nonce a pubile servant, nad nobody cares a tinker's damn, so long as your performance is satisfactory, whether you are, as you once told the Editor of the Hongkong Telegraph in the persence of wit- nesses, a close relation of the Duke of Rutland and an ex-Archbishop of Canterbury (to whom you bear such a striking resemblance) or, as you told the Daily Pest ulucompoop, that your male progenitor was an organ-grinder and your mother female Mantalini. Comment on this might be invidious,
Mr. Henry Kits-acbody in the Far East wanted your autoblgraphy; nobody really destres to know you at all, outside your professional capacity and the bounds of good kellowship. Why, then, should you have thought it to make such an exhibition of yourself in a local rag that, for lack of a better name, calls itself a newspaper? It isn't in any sense a newspaper, which is, of course, not your fault; but why should you have challenged public criticism through such a rotten medium? A cheap advertisement ? No, sir! the person who is a genuine artista requires no adventitious system of this sort.

2. We telegraphed ibis result to the Colonial Secretary peilerday, and we think it may be regarded as satisfactory. Hongkong 3ì. per cent. stack has secused a position surpassed only by the similar stocks of Canada and the Cape, both luge, well known and marketable inues. We have not overlooked the suggestion made by the Governor in his despatch No. g of the 13th January that, having regard the price quoted for Ceylon 3 per cent. stock, a three per cent. Hongkong stock would probably be well received. It appears to us that the position of the two Colonies as far as they are known as borrowers here is not quite identical, Ceylon Government Secules having for many years ranked among lovestments of the highest class, while Hongkong is known only by its single small issue of four per cent, deben- tores. Moreover the Ceylon three percent, stock was issued during a period of great inflation add, eren then, was not placed without some difficulty, Any considerable further lique at the present Aime would undoubtedly deprase the stock to a Kitts ways that in June 1872 his first engage- figure which taken as a basis for estimating the||ment was with Mölle.
