BERLIN, March sth. Once more the opponents of the army bill are Jubilant. They declare that the Government sustained a decisive defeat yesterday by the committee's rejecting the essential clauses, but the organs of Chancellor von Capryl respond that the result of the committee's action will be a negative one and that it leaves the fate of the bill unsettled. They add that even if a majority of the committee finally refuse to compromise, the Government will not cease to struggle until it challenges a vote at the plenary sitting of the Reichstag. Confidence is expressed in official clicies in the eventual acceptance of the bill, and certainty is expressed by its opponents of the bill's defest,
It is a game of bluff on either alde. The truth is the Government is realizing how difficult it wll be to obtain any form of a bill worth having and is maneuvring for time, during which it hopes to take advantage of the dissensions in the Centrist party to secures small majority through strategy:
President Von Levetrow, who acted in unison with the hancellor, put over the motion in regard to the return of the fesults to Germany. The time is not yet opportune for the Govern ment to declara its intentions in the matter,
The negotiations with the Vatican, although almost hopeless, stil proceed.
During the discussion of the war budget Herr Ahiwardt repeated, amid chilling silence, the accusations against the Government for taking the defective Loewe slfies.. During the same debate Herr Richter asked whether the budget included the same pald to the newspapers for supporting the army bli. Chancellor Von Caprivi indignantly denied that a single pfennig had been so expended.
The latest development in the agrarino ques- tion is the Government's proposal to establish chamber of agriculture. The agrarian leaders eye the project askance.
On the occasion of Emperor William's visit to Rome on the twenty-fifth anniversary of the marriage of the King and Queen of aly be will observe the same formalities in calling on the Pope that characterized his visit to Rome in 1888. No importance is attached to it, as it is to be simply an audience of courtesy,
LONDON, March 19th. The opponents of Gladstone and home.vale have suddenly developed a fory of rage in Belfast and Ulster. If similar outbreaks before had not invariably proved to be quite harmless, the Government might almost be justified lá putting a portion of the stay on a war footing at Duce in the anticipation of a civil war. But nobody takes in earncit the terrific resclations In which the Orangemen are talking about guns and swords, and dilling and rebellion against the "Infamous home rute bill."
