COMPRADORES AND THREE OFFICERS QUESTION.

To rex Entron on TWN “Hexaxons Telegraph,” SIE,-Hoping you can spare a little space In your valuable paper, I send these few lines touching upon the much-rexed "Three Officers question. They (the knowing ones) 127, we have "Compradores and staff” to attend to the cargo exclusively. Very true to a certain extent and as long as everything goes all right, as hccident occurs or cargo damaged, but if anything goes wrong the first question is--Where was the chief officer? and if he did not happen to be on the spot and give satisfactory explana tions he is immediately on the "black list," and so be really has to be as much about as if he 'was in a home-boat.

Often in certain runs a chief officer may have been up all night taking in cargo, and leaving port at daylight and having to stay on deck till 8a.m., when he goes, below; there are some hundreds of passengers aboard and they usually make such a dio by gambling &c, that he can not get to sleep although he is an ordanelly sound sleeper; he gets his tiffin and goes on the bridge again at 7 pm, and there remains t! B p.m. when he goes below, putting in an appearatos at midnight having three and a ball hours' sleep if he was lucky; now, this man is supposed to be on the "Qui vive" between midnight and 4.m. I think your readers will agree with me that this sort of thing is unreasonable. If there were three officers, he need not come on deck till 4 a.m, thus having eight hours below, not to speak of more time during the day,

Some rumors are afloat regarding the raising of the pay; but I propose to let the pay remain as that is running to the China Seas, 2.4., local it is, and provide a 3rd officer to every steamer

discipline; and should you enforce it, the part "Another point that should be ventilated is, the way the Chinese have of disregarding the ship' of the "poor frall heathen" Is Invariably taken and you are probably minus your berth and prospects. A Chinese e ew in a coasting steamer bas better times and is infinitely better treated

for encroaching so much on your space, than a British crew is in the United Kingdom.

Thanking you in anticipation, and apologising
