Since the BAZLADA frauds in 1890, which led to the formation of an Audit Department, Mr. NICOLLE and his assistant have been busy investigating in detail the whole system of every branch of the Colonial finances, In the course of the examination it was noticed that the Hongkong Land Investment Co,'a last payment of taxes was put down as $1,000 odd; and, as it was understood that the Company usually paid half-yearly, and that the figure was over $11,000, $1.00 Mr. BowRING (the new assistant auditor) made Inquiries as to the course adopted in this case-thinking, possibly, that nothing was wrong, but that there was some different arrangement with which he was not yet familiar. Accordingly Mr. Alves was called on to explain how these payments were made and how the figures were arrived at. Alves said there 6 must be some mistake, and a reference was made to the Secretary of the Land 0.75 Investment Co., who promptly produced a receipt signed by Arves for the full amount of $11,000 instead of only $1,000 as booked." A passing reference to the collapse of the Governor's "Portuguese " retrenchment scheme, a further allusion to the colossal incapacity of the Officials who allowed ALVES three days to escape, and a few pointed remarks as to the reliability of the financier whose ideas as to loans and economies are on a par with his depart-rer picul In Bangkok, mental efficiency-these points, among many others, may be employed to pierce the pachydermatous hide of the Govern ment and drive the fron deeper. If the amends honorable is still not forthcoming, then it will be the duty of the Unofficials to wait no longer, but at once refuse to continue in a helpless minority, raise the standard of Colonial enfranchisement, offer themselves for election, and (if elected as they are sure to be) assert their claim to control the financial affairs of the Colony in the name of the whole body of Inhabitants.
