THE GOVERNMENT HELPLESS.
HIS EXCELLENCY Sir WILLIAM ROBINSON, Governor of Hongkong, commenced his career in this Colony by pledging himself to a policy of rigid, economy, and the early restoration of the financial equilibrium in the Treasury

And yet he backed out of his pledge, by a very narrow loophole, pleading that he only meant to substitute Portuguese and Chinese for European clerks in the Government. offices only this, and nothing more; while as for the higher ranks, whose salaries count four figures, a reduction in pay $1.00 would mean a reduction In efficiency, according to the official, spokesman, Mr. Secretary O'BRIEN,

Now It has been shown, by the events of 1.as the last few days, that the proposed Portu guese makeshift is utterly unrellable that therefore, this paltry economy proposed 1.50 by the Governor cannot be thought of any longer, even by the most obtuse; that further, there is no safeguard in the highly pald heads of departments after all; that a75 they allow robberies to take place just as eally as if they were only paid what they 1.00 actually deserve. His Excellency's loop
