The second section pro- hibited the fighting of animals of the fighting kind, but when the Act was passed the practice of cock-fighting was to full view of the Legis lature, and he thought that the omission to mention cock-fighting specifically was done of design. Lord Young was even more emphatic. He believed that if Parliament had meant to probibit a sport which had been so long known and practlied" It would have done so in plain language. If cock-fighting were held to be cruelty, then the man who hunted would be gulity of cruelty if he used spors to his horas. The Court was unanimous in quashing the conviction, and the appellants were allowed their costs.

THE INSTITUTION OF ENGINEERS AND SHIPBUILDERS OF HONGKONG,
The second annual meeting of members was held last night. Mr. D. Gillies presided, and there was a large attendance.
opportunity
the brat set he had ever seen, and an immens improvement on the first lot. In conclusion.be would say that his treasurership had been al- most a sinecure, owing to the valuable assistance he had had from the book-keeper, and the auditors.
Mr. Walker proposed a hearty vote of thanks to the Committee and Officers for their work- during the past year Me Kinghorn, in parti enlar, had been most active and willing in his labours to make the Institution attractive and useful in social and other directions, The Committee also deserved the thanks of n embers. Mr. Mudia was going home soon, but would Come out again, as they would be glad to know. Mr. Atken could not find time to serve on the Committee, but would still do what he could to assist.
Mr. Ramsay, in acknowledging the kind remarks mide about the Committee, said he had done no more than his duty. One fault he bad to point out the lack of interest evinced by sea-faring members. Too much was left to the resident members, The younger cogincess ought to come forward mere, with papers or discasalous, in their own and the general interests. He dwelt at some length on the boundless benefits from the reading and discuss. ing of papers, whether the work of experienced men or of even the raw binde.
The President hoped that, as Mr. Kingborn had taken such great interest in the Institute, and had contributed so largely to its success, he would now favour the members with a little friendly advice, as he was retiring from active
work as secretary, :
Mr. Kinghorn, who was grerted with loud cheering, expressed his regret at being unable to continue in office. It had been truly a labour of love to him to work for the Institution. He had seen a great deal of the inner working of similar bodies, and could congratulate this Institute on Its progress, after several severe trials, after constant trouble with the secretary-laughter) and other officers, as usually happened with such organisations. He had had many schemes for Improving the Institution-paper to be read, discussions held on various subjects, and other matters; but these had fallen through, owing to circumstances over which the secretary bad no control-he did not know so much about the committee. (Laughter.) A room, for quiet study, was absolutely necessary private reading
addicted to study, he would have to resten his to much so that, being himself very much membership if it was not provided. laughter.) The Bar Committee needed waking up-the prices of drinks were too high, and the quality not what it ought to be. They were making too much profit. (Laughter.) The electric light should be extended, spice must be provided for the new addition to the library, and special reading lamps put in.
(Loud
Mr. Ramsay explained that Mr. Kinghora's suggestions were being carried out as time
allowed.
Mr. Kinghorn made some farther remarks on the advantage of having papers read by the younger members. They should not be afraid to come forward, for however crude their efforts might be, the results could not. fail to beneft themselves and the Tastitate. Articles in the home papers might be used to this line.
In opening the proceedings she Chairman sald -Genilomen, I have much pleasure in proposing. the report and accounts' as submitted by your Committee, and which, having been in your bands for some days, we will take as read. The report contains a very fall epitome of the whole working of the Tastitution during the past year, and places before us in a clear manner the revenue and expenditure of the Insitution and the steps that have been taken to render it more attractive and more useful as an Institute of Engineers by the encouragement that has been held aut to the members to prepare papers on matters pertalaing to the profession, and also to make the rooms more comfortable for visitors. I am sure the papers that have b'en read have afforded a great deal of valuable in- formation, and I hope we will hear a great many more of them read in the current year. The paper that was read by Mr. Bailey on "Economy in Steam Navigation" was a paper, I think, well worthy of the practical experience and scientific knowledge of the author. It gave us a great deal of very good information, and I hope it will be the means of stirring up a spirit of enquiry and emulation and Induce them to bring forward papers as amongst the members of the Institution good as that of Mr. Billey. There was also very good paper brought forward by Mr. Winterburn. It was a paper on the Arrange ment of Cylinders and Cranks in Triple Expansion Engines. I am a try I did not have the opportunity of bearfog it read or of hearing the discussion upon it, but I have read the paper, and I assure you I' got a great deal that was new and valuable in it; and I think it reflects great credit on the scientific training of Mr. Winterburn and shows that he possesses a thorough knowledge of the matter with which' his paper deals. (Applause.) Ibope these papers will induce many more members to follow in the footsteps of Mr. Bailey and Mr. Winterbarn, It is a great mistake for our young members to think they are not able to bring forward a paper which will not be of interest, If they would only devote some of their spare time and exercise a little perseverance,
I am sure we would have quite number of papers that would add greatly to our experience and very much to our knowledge. There is always a considerable amount of modesty on the part of young engineers, a fact that is very much to be regretted The lack of papers from them may arise from their not having oppor tunities of referring to standard works. They may not be perfectly sure of the premises they may take up without 'reference to authors of perhaps more experience and more advancement remuks, especially as to the reading of papers. The President galte endorsed Mr. Kingborn's than themselves. That difficulty will to some
There were many subjects of great interest that library the Institution is about to require body would lead the way, instead of holding measure be overcome by the very valeable apht to be tackled and discussed, if only some (Applause.) I bose that when the library arrives hack, A very important problem was as to the ibe books will not be allowed to lie in their place unused, but I hope to hear that the mem en ineering world had yet been able to settle cause of leaky bailer-tubes, which nobody in the hers of the Instituion will make a good use of satisfactorily. Another question, af vital interest them (opplause). It is a well-known fact in the to the East, was that of coal.
