We are glad to see that attention has been publicly called to the overwork of the European scamen on the small steamers that ply about the Straits and other ports of the Far East Officers are held responsible for the safety of their ships; but as the Singapore Free Press points out, the sallings of only too many boats, on short rus, are so arranged that captain and mates are lucky sleep out of the twenty-four. THE report of the acting superintendent of Victoria Gaol for 1891, says: The conduct of the Gaol Staff during the year has, with some exceptions, not been particularly good, but I hope with the engaging of some reliable men la England it may be improved in the future. There bas been a decrease in the average number of prisoners confined in the Gaol, the number being 307 as compared with 566 in 1890. This, how ever, bas been accompanied by a large increase in the number of admissions, the numbers being be inferred that the number of short sentence prisoners is increasing and the number of long sentence prisoners i decreasing, The daily maximum for the year was go. During the year there were 25 prisoners sentenced for returalag from banishment. In view of the fre quency of there convictions I have laid it down that such prisoners are to be treated more severely than hitherto in the matter of hard labour, of course, consistently with the rules for the management of the Grol. Nothing has been done during the past year to introduce the separate system of confinement on general plan. It 14, 15

In the absence of proper yard acccommodation the rules as to the classification and separation of prisoners cannot be carried out, while the general needs of the Prison as to store-rooms, &c, have not been sufficiently attended to. With the present cramped space at command effective supervision is impossible. During the year there bave been 11,714 prison offences committed by a daily average of 507 prisoners, being over as offences by each prisoner as compared with act in 1890. There has been an increase in industrial earnings during the year, the total being $4.248.55, as compared with $3 488.39 in 1890. The usual returns are appended.

The delay in laying this report before been caused by a combination of unfortunate circumstances with which shareholders are already suficiently acqualated, so that further explanation here is unnecessary.

The Company's position, as shown by the balance sheet annexed, compares favourably with most of the public ventures floated about the same period, and considering the exception ally trying time which almost every class of business has had to face, it is at least satisfac tory that our small balance is on the right side. The Shameen Hotel is in good working order, with prospects of rapidly increasing business and it is recommended to complete the Annexe which will afford much-needed extra-accommo dation for visitors, with as little delay as possible.
The property on the French concession know as the Ice House property has been in grest demand, but as the hands of your Directors have been practically sled since the resolution passed at the Extraordinary General Meeting held on the 25th September last, they have not felt justified in negociating either for selling, or leasing these premises.
As to the boys of the poorer classes I have nothing to say against their early leaving school, for very often they have to do so in order to take any berth open to them for their own support and to help in supporting their families.
In conclusion I would impress upon the mind of the well-to-do parents that to allow their sons to leave the school too early is to confine them to ignorance for life; for generally the young folka neverglance at their school books after they find a desk at an office.
Let the parents enquire into this latter quration for their own satisfaction, and they will dad the hard fact staring them right in the face.
