It is with regret that the Directors find them. selves under the necessity of charging the profu of the year with the sum of £70,165, this being the amount at which the Wigan and Hongkong stood in the company's books at the date of their being last,
The Report fasued last June foreshadowed the propect of asailsfactory staffic returns in ibe freight department. The actual · result, has, however, been more unfavourable than was then anticipated. The downward tendency in outward freights has been of such a character, that with a considerable set-off against it from improved receipts. In the homeward trade, the act cut-turn of this section of the company's business shows a deficiency of nearly £80,000 as compared with the revenue of the preceding year. The explanation of this lies in the fact that the export business to the East bas been considerably below that of the previous twelve months and that consequently the scramble for cargo, owing to bran about a year ago, has latterly brought the existence of superabundant tonnage, which down freights to a point, which is in many cases fifty per cent. below what might be considered the normpirate. It is, unfortunately, impossible to add, that up to the present time any improve. ment can be aald to manifest itself in this state of affairs, although, a contrast to this unfavourable position in the outward trade, ratos to the homeward trade are leas.anestisfactory on the whole. To a plain, unlettered man, not given to dabble in politics, all this taken for granted that China would prove a appears strange and inexplicable. Firstly, it is useful ally to Britain, in case of war arising with, infer, Russia, the only Power in Asia whoar interests are likely to clash with England's and from whom she may have any real cause for fear. The first assumption pre-supposes that as a
power. The truth is that in power of offence she is egregiously deficient. In pasalva defence, and the difficulty, of being dealt an effectual blow, alone lies ter strength. It is self-evident that it is only in protecting the north Indian frontier that she could render Great Britain any real service, whereas Britain could aid Chian in warding off Invasion from Kashgaria, Ill, Corea, and her entire coast line. It is beyond question that a strong Chinese force actfog from Kashgar as a base would prove menace 10 a Russian Army marching on Indis, and would require the diversion of certain portion of that force to secure its fank. Were the troops occupying Kashgaria and 111 efficient, well equipped and well officered; this would be undeniable. But the reverse to the e. The miserable condition of the small Chinese army in that quarter, and the difficulties of transporting troops and matiriil through Kans and across the desert have been recorded by English officers. China, though vast in resources, would not be able to place a small army corps, almost worthless as it would be, on the field of action in time to effect anything fui- portant. It would require at least one year to transport troops from Canton of Chibli to the theatre of war, and in the meantime either British. supremacy in India would have been upset or the Russian attack repelled. But of the semi- drilled troops to these two provinces probably not a single man would be moved from China Proper. England must depend on her just rule and the loyalty of her subjects to keep Russia out of India, On the other hand, how much greater would the benefit be to China, were Russlan army marching on Kashgaria or Ill, if an Indian force were to sally forth from the northern outlets and threaten the Muscovite dark.
