Seward and Anson Burlingame, who came out to the East in the autumn of 1868 to draw up an Additional Treaty" between the United States and China commonly known as the "Burlingame Mission Mr. George Butler was private secretary to United States Enveys and it was understood at the time that to his astuteness was attribut- able the ninth article in that Convention where in it is stated: "the United States, always disclaiming and discouraging all practices of unnecessary dictation and Intervention by one nation in the affairs or domestic administration of another, do hereby freely disclaim any intention or right to Interfere in the domestic administration of China in regard to the construction of railroads, telegraphs, or other material internal improvements. On the other hand His Majesty the Emperor of Chlaa reserves to himself the right to decide the time and manner and circumstances of intro- ducing any improvement within his dominions. With this mutual understanding it is agreed by the contracting parties that if at any time bare after his Imperin! Majesty shall determine to construct or cause to be constructed works of the characters mentioned within the empire, and shall make application to the United States or any othern Western Power for facilities to carry out that polley, the United States will, in that cast, designate and authorito suitable engineers, to be employed by the Chinese Government, and will recommend to other nations an equal compil- ance with such application, the Chinese Govern ment, In that case, protecting such engineers in their persons and property, and paying them rearonable compensation for their services."

The ratification of the treaty having been exchanged at Peking on the 23rd December, 1869 the Burlingame Misalon had com
its labours and Mr. Butler was next found pleted office at Shanghai. Later on he took part in the negotiations with the Chinese which led to the transfer of Messrs. Russell & Co.'s large fleet of ocean-going, coast and river steamers to a Chinese syndicate, today known as the China Merchants Steam Navigation Company, in which Viceroy Li Hongchang understood to be very largely Interested. In 1883 he went on a special mission to Coren, and at the time of the Franco-China wario 1884 Mr. Butler ceased his connection with the China Merchants -Company, which had lasted from the time of its formation, the Chinese being quick to perceive that the shrewd negotiator of the great lechong hong would be invaluable to them as their Manager's (Mr. Tong King Sing) Secretary And so, be torned out to be. However, as above stated, at the time of the bostilities between France and China, the steamers were re-trans. ferred to Messrs. Russell & Co. and Mr. Butler's active association with the Company then ceased. He proceeded to Tientsin and then to Europe where his services were appreciated by the late Marquis Tseng, on whose staff he remained until that popular and able diplomat Jained the great majority last year. Of Mr. Butler's career from that date but little is known, excepting that he was undoubtedly in the service of one or more of the high Chinese authorities, and was ́es usual, doing his duty in thoroughly concler tions manner, actually, dying a harness- martyr to duty.
He served Chins well, he served Americs equally well, and his policy was never antagonistic to the English, whom he regarded, and rightly so, as the natural alles of the Chinese. Few men have ever done more for China than George A. Butler, and it is surprising that his long and meritorious career hes not met with more substantial recognition at Peking. But Butler was a democrat, if ever one existed, and it may be that he has more than once declined decorations and other marks of appreciation which the Chinese have, perchance, sought to confer on their faithful servant!
