Will any member of Parliament, after reading, say, the New South Wales Criminal Law Amendment Act stendily through, venture to say in cold bloed that he consider it to be such a code of criminal jurisprudence as a young, free and enlightended nation might adopt with a score of satisfaction, if it were tuming its hands to the law-making businei, for the first time, and had no traditions or rooted prejudices to take account of 7. If not, why should it remate on the statute-book? If it volts the people, if it be adapted to their circum- stances, by all means let it stay. Though it la a gory anachronism, a relic of the times that we have put behind us, a companion honor to the triangles and the cat, it may be that a majority of the peoples representatives have no fault to find with it-that they are quite sailsßed to live in a country where a man, who wants to be banged, can take his pick out of one of the choicest collections of capital offences to be found anywhere on the surface of the carb. Then give them an opportunity of saying so. Let them take on themselves the responsibility of re-enacting the statute, section by section.

The one merit of the criminal law In New South Wales is that there is very little doubt aboutit. If you want to know the charge for any given diversion from pleking your neighbour's pocket to cutting his throat you have only to refer to Sir Alfred Stephen's carefully.compiled | and comprehensive tuiff. There is no such royal road to learning on the civil side of law in any of the Australasias. The only way to ascertain for certain what your rights and contract which you labilities are, under may have been foolish enough to sign, is to bring an action on it in the Supreme Court, and then appeal to the Privy Council. If you succeed you will find that you as entitled to pay a large sum for costs, and if you are lucky subsequently the Insolvency Court authorities will not suspend your certificate for more than three months. But the point of law will be settled. Nobody knows what the law. In on most points in any Australlan province. That Is the sole reason why it continues to be the law. The first duty of the low-reformer is to get a man, or half-a-dozen men, appolated to write out in plain English a concise statement of what the law under ench, of its branches is supposed to be. That would do the whole baisers. No argument would be needed. Somebody would at once bring in a Bill of one cituss to this effect --"Be it enacted that all laws in force are repeated from this date.". And it would pass through Parliament in one sitting. Then there would be a clean sheet for the commencement of a code that would not look like the production' of a medieval crusader.
