The 2nd of the present moon (the 4th Inst) was the birthday of Chang Chih-tung, Viceroy of Lang Hu. The night previous to the event, His Excellency ordered all the yamin doors to be locked, and when the city officials came next morning to offer their congratulations, they could not obtain admiitance, not, an attendant being seen near the doors, which were strongly secared. The officials had to return whence they came, without attaining their object. No entertainment was given in the Yamin, and everything went on as atual. Next day Chang made a return call on the officials whohad taken the trouble to go as far as his front door. The Viceroy is sald to heartily detest all these empty ceremonies, and looks with more favour on a diligent and honest afficial than on one who Kotows all day and speaks fine phrases.
