The following Imperial · Decice was issued on the 27th August:-"The Governor of Shantung, Chang Yno, was brave and patriotic by nature. Many meritorious servièrs and deeds had he performed. During the reigns of Hien Fu And "ung Chih, he joined in the war a chl-Asien and created an army which is called the Song. wu-chuan. He fought battles in Honan, Hupeh, Anbul and Chill, and reconquered several noted cities. He was victorious over and exterminated the Kuangtung rebris, the Nientre and other disloyal bands. Then he carried his arms inte Kaniu and among the rebellious Mahomedans outside the gates (of China proper). Thele dens were cleared out and the leaders cap- tared, His military services werd 'great in. deed. He was especially favoured by the preceding Emperors, who made him (-us), conferred on him a double eyed peacock's feathes, and promoted bim tuccessively to be Provincial Treasurer. The Empress.Dowager commissioned him to be the Assistant Director of the Marinė Board, bes- towing en him the Junior-Guardianship of the Heir-apparent It was hoped that he would live to a ripe old age and that the Throne would long avail of his services. It was but recently that sick-leave was granted him that he might obtain recovery. Suddenly his death is reported. Derp indeed are our regrets. Let the Senior Guardianship of the Welt-apparent be bestowed | on Chang Yao and let him be given a seat in the Temple dedicated to the virtuous and righteous servants. Temples are to be erected to his memory in the various, pro- vinces where his services were conspicu- ous. The Roard of Historlans- will record the acts of his life and his military career, One thousand thels are to be taken from the Shan- tung Treasurer's chest for bis funeral expenses. The posthumaux honours of a Viceroy are to be conferred on him, and all marks of demerit are to be annulled. As to what other posthomans bonours are due to him let the places where his collia passes to its Inst resting--lace give assly. tance and care. Of Cheng Yao's sons, Chang Tuan-pier, a prefect, is to take the first vacancy de a Tawni, and Charig Tuan-li, a Board Secre- tary, will be advanced one degree. Chang Tuan kin and his grandson Ching Erh-shön will, when they are of age, be conducted by the Bond of Civil Office to an audience. This is to

15th August, 1891. On the night of August 8th there occurred the largest fire which Chungking has known for years. It began inte in the evening and burat fil near daylight, rendering about to families homeless and entailing a loss which is estimated at 50,000 lacls. The dealers in medicines are the chief lovers, as the street was largely devoted to that business, which is of considerable Importance here,

Some seven or eight years ago the magistrate Kuah, who was's'l!!" fn, office at the time of the riot, and a man of considerable business energy and foresight, provided the city with eight small fire engines, probably of French typ:, and with a still larger numberwhich are described as being carried on one min's shoulder. Stone cisterns were bullt at frequent intervals in the streets, and ladders and buckets were also provided. Chair coolles were engaged as firemen, which was a very economical arrangement, as they received ordinarily only nomina! pay and a larger amount on the occasion of a fire, with a reward to those who reached the scene first, The engines were purchased and the running expenses provided by contributions from the officials, and by the residents. Of late, however, the whole business has been neglected, some of the engines being allowed to get out of repair, un finally, a few months ago, the Taotal had them all collected and stowed away in one place. There was no wind blowing at the time of the late fire, and if the engines bad been on hand the loss would have been comparatively small. Naturally there was wide-spread Indignation against the Total, and a few days later when he went out to faspect the burned district his chair was besieged to that paid by the local Offices. by a crowd of women and children demanding compensation for their burned homes. He took refuge in the Chentai'a yamán, where he was besleged by the burned-out people and s sympathising crowd of several thousand people, who pressed into the very interior of the yamin
Here was a good illustration of the power of the democracy in China. The people had right on their side and the official war to blame, and though at the military head-quarters, did dare to lift a finger. Through the interest shot of the Prefect, who promised on behalf of the Taotal that the fire department should be put in running order agalo, and part compensation be mede to the sufferers, the crowd dispersed after about three bours. The Taola!, Prefect and Magistrate bare already contributed 1,000 tuala, The Tastal also issued a proclamation In which he tries ungenerously to shift the blame

THE WEEK'S SHARE BUSINESS.
Hongkong, September 5th. During the past week business on"" the Rialto" has been almost entirely confined to three stocks-Banks, China and Japans, and Imuris. In those specialties some very considerable transactions have been put through.
Hongkong and Shanghai Bank scrip Is in decidedly better odour than was the case when we last wrote. Early in the week a goodly number of shares were bought at 172 for cash and 173 for delivery on the 25th instant, and the demand continuing, the rate rose to 175 for the settlement, but even at that figure shares have been difficult to obtain.. A very large business, however, was arranged at 176 and 177. for December 25th. To-day the stock is firmer and shares are difficult to get at 175 for cash.
Extensive orders from the North for shares of the Bank of China, Japan and the Straits, led to numerous inquiries, and transfers to a large extent have been made at 15 for cash, and also at the same rate for delivery on December 25th.
