THE HONGKONG TELEGRAPH, WEDNESDAY, JULY 15, 1891.

the Government of Hongkong, A public meeting was called at the Hongkong Hotel on the 16th April, 1990, which was both largely and Influentially attended and was presided over by Mr. FLEXIO, who, In responding to a vote of thanks that had been accorded him, said that so far as he was personally concerned he was inclined to do all that he possibly could towards furthering the scheme, which he characterised as being one that was worthy of all consideration and support, and further that its aim and objects were such as would commend themselves to all who took an Interest in healthy and manly exercises. At one time they were very lucky and made heavy sums, but the past ten months found them on the losing side at every venture, During that period they are said to have dropped $900,000 or thereabouts. The firm was very popular here and much sympathy is expressed for them in the hour of their downfall. The action of the home part. mers in giving up all their private properly to the firm's creditors is very highly praised by all. For the non-fulfilment of the promise of support made by the Government a certain official is blamed, and judging from many of this gentleman's past actions, and his mischief-making character, we readily. belleve the responsibility has been placed upon the proper shoulders. There was a tremendouslot of gush wasted at the Inception of this scheme-it was. no secret that the Government proposed 1.25 to spend from $40,000 to $50,000 on the extension of the Race-course, and from this 1.50 vote funds were to be provided for the formation of suitable, grounds for the Athletic Club. On the strength of this Mr. Young obtained promises of 0.75 subscriptions to the amount of $2,000 for the purpose of laying down cinder tracks, and for other Initial expenses inseparable from the starting of such an undertaking, but the scheme was suddenly crushed under the hoof of the then Acting Registrar-General, who raised E Extra Superior Old Pale Dry, very finest quality,

So are matters at a standstill, but the energetic 50 Hon. Had 0.75 there been one-half the officials here who get paid by this Colony we should probably 0.75 have been able to induce one or two of the less abject ones to bring the matter 1.00 before the Executive Council for fall and final consideration-but the men we msan are all away on leave. In the interim, let us hope that for goodness' sake the powers that be will come off their perch, 1.00 realise that the thing has been promised, and set to work without further delay to make that promise good.

LORD RANDOLPH CHURCHILL AND SOUTH AFRICĂ. Lord Randolph. Churchill welting to the Graphic criticises the absolete guns at Capetown and calls attention to the absurdly weak garrison stalloned there.

'A SHORT time since we notified that the air of that hot-bed of revolution, Hayt!, was thick with rumours of another social upbeaval which in due course did eventuate. A despatch from Port-au-Prince gives following further part- calars of the scenes of bloodshed which accom panied the recent revolutionary outbreak in Hayti. General Hippolyte's order, as repeated by his subordinates, at all events, seems to have been Arrest and shoot everybody you find in the streets," Consequently for two hours people could be seen dying in all directions, while the soldiers and police, in atter disorder, ran right and left, firing their guns at random or for the atisfaction of personal raucour, and all seemingly for the glory of being able to say that they had killed somebody. The Minister of Finance of a former Government was arrested as a suspect while surrounded by his eight chlidren, and waw being conducted to the palace to order to give any information that he might have in his possession, but while on the way thither was cherously shot in the back by the six negrees who escorted him. A party of armed citiseer, headed by an ex-Minister, attacked the gaol and iberated some two hundred prisoners, Troops were ordered out, who fired on the mob; many were killed, and a hundred arrests were made. Since then courts-martial bave superseded the bew Courts, and upwards of fifty persons have been excented, Executions are continuing at the rate of two or three a day.

We learn that a telegram has been received in the Red Sea with a cargo of 70.000 cases of announcing the loss of the steamship Augusts

·Batoum oll which was consigned to a Hongkong Firm.

In the Police Court this afternoon I Wa Kwa! was charged with burglary in Tung Kun on 14th November 1889. The evidence showed that a gang of robbers entered a village with torches, revolvers, and other weapons, and broke into a private house. Mr. Wise made the usual order for detention previous to rendition.

THE fastest passage on record homewards from the Cape was recently made by the Carrie liner Dunottar Castle in 16 days 5 hrs. 30 mins. The record would have been reduced still further had the vessel not run into a fog-bank and grounded at Whitesand Bay, where she remained fast for some hours. She eventually got off without apparent injury.

Ar the Magistracy to-day the woman Leung Aho was brought up on remand charged with dolawfully selling prepared oplum. Mr. Wise delivered judgment to favour of the prisoner, on the point rained by Mr. Wilkinson that no rale was made, as there was no delivery. The woman was discharged, and subsequently re-arrested and re-charged on an information of carller date. In this case she was convicted and Saed $100 for selling opium without a permit..

TEA TALK,

Amoy, July 17th, When I left Philadelphia, I thought 1 was a feir judge of tea. I had imbibed both it and the knowledge of it in large quantities from George- C. Boldi, John Chamberlain, and Delmonico. Now, after having visited Ceylon, Formosa, and the Amoy district I find that I knew nothing, and the three worthy gentlemen named knew even less.

We Americans don't know the first principlen of making tea. The delicate leaf should never. touch metal. It should be kept in paper, wood, glass, or porcelain...

To make it, put a small quantity in a porcelain cup, fill the latter with boiling water, "cover it. with a porcelala saucer and let it stand thires minutes. Then if you desire to be an epicure, drink only the upper layer of the golden liguld, throw the rest, away, rinse the cup and begin drawing de novo.

Don't use sugar any more than you would sweeten Chambertin or pour molasses into Mumm's Extra Dry.

Don't use milk f It ruins the flavor of the tea

and injures the stomach. The cloudiness pro- daced by adding milk to tes arises from the action of the tannin, upon the casein and is, chemically speaking, pure leather. An old maid who drinks a dozen cups of this mixture a - day swallows' a hundred pairs of boots and a section of extra long lasther hose during her lonely life of Billy years. Above all things don't boll tea. The heat drives off the perfume, spells the favor, and extracts the tannlo, the saltin. gent principle. If the belling be done in a tin or iron pot: the' tannin attacks the metal and $5.757.87 makes the liquid black. This fluid is simply dilated Ink. Never let the tea stand except In a tightly-closed porcelain pot. Standing 23,807.15 changes it from a delicious wholesome beverage 75.185.24 into an Ill-tasting and bitter liquor. Rather make it in small quantitles and make it often. Methinks I hear many good housewives, say, "It needs an ghost to tell us this and yet ther are thousands who do need advice on this simple subject. In summer, when you want to cool off quickly, slp the tea bolling hot with a slice of previously peeled lemon, or nicer still, of orange, without the sind, floating in it. In winter » 13.103.02 expecially when you have a cold, and require a sudorific, add a wineglassful of arrack to it and drink it down' as hot as you can stand it.
