Hongkong, 31st January, 1870. By Article a, it is proposed to allow the Chinese Government permission to appoint Consuls to .all Ports in British dominions,
Viewed in the abstract, it appars but fair that China should enjoy such a right, and were., she to appoint Consuls in Lonitän, I ivernent, Calcutts, Melbourne, or other distapt British poris, no disadvantage would nyike, and it is passible that some mutual benefits would accruso To both countries. The east, however, is very different when we have to deal with Hongkong? may seem, it is generally and strange though understood that this clause. was suggested by the British, Minister and inserted mainly with Hongkong in view. This colony was originally established an, an experiment, and the views of its founders have been fully realised by its pro- greas and growth. It is an unproductive island, but its geographical situation, and its magnif cent barbour, marked it out as admirably adopted to become the emporium of foreign commerce la this portion of the world, and the head quarterm from which the large financial and commercial transactions of British and foreign merchants in China conid best be carried on Its success however, and the immunity which as a free Port it enjoys from Customs and other dues have long been regarded with jealous displeasure by the Chinese Government, which has dong ali in its power to interfere with its trade, especially that carried on by native merchants settled in Hongkong. Indeed, it has required the rigorous action of oar able and energetic Governor to counteract the undisguised attempts which the Carton officials have made to cripple the trade of this Colony.

OPIUM PROSECUTION:
On the resumption at the Magistracy to-day of the charge of possessing contraband opium, brought against Tso Tsung on Friday, Mr. Philippo for the defence cross-examined the farm tester, with a view to show that the farm had offered to withdraw the case for a payment.
Mr. Wise said that this might be good advice, und if it was proved he would not object to it, in any opium case. It might come cheaper to all parties and be better to compromise a cass.
Mr. Phillippo urged that it was a most improper thing 10 take out a warrant and commence a prosecution, and then square it for a money payment. It showed what sort of care the farm bad.
Mr. Wise saw no harm in settling an opium case at all.
Cross-examination then proceeded as to the different sorts of opium tested in this case. The defence was that prisoner had been in the habit of buying opium from the farm for a long time, and old certificates, dating back to March 1889, wera produced.
Mr. Spooner objected to these being now put in. They had not been mentioned before.

It is always a pleasure to accard praise where praise is due, and it is all the more sa to us spon the present occasion as hitherto our notices have not been exactly complimentary to the Willard Opera Company. But their production of Millocker's comic opera "The Beggar Student" on Saturday night was the best performance of the season, and this vler W fully endorsed by the largest audience Company has played to in Hongkong. Some slight defects on the part of minor characters were readily overlooked and lost sight of in the general enthusiasm, and had one or two of the more important characters been more confident of the libretto the performance would have been still more. enjoyable. Should the management decide upon repeating the opern we would strongly recommend one or two solid rehearsals, The Introduction of Cho Plesull's "Last Watch" in the second act was of, somewhat doubtful taste, being of a totally different character to the rest of the music, and together with the gavotte (?) which was dragged into the same act might with advantage have been omiited. The first two acts were slightly cut down, but ran smoothly and well, but the third was a mere skeleton. In fact the duet between Conrad and.
